MINUTES OF THE REGULAR MEETING

PRESENT:
Commissioners Barnico, Dettorre, Forgione, Freyer, Lydon, Nelson, Tosi, Vitale,
and White

Commissioners Mahoney and Tognazzi

A. CALL TO ORDER
Chairman Vitale called the meeting to order at 7: 00 PM.
1. Reading of the Minutes for January 2008 - Chairman Vitale called for a reading of
the minutes from the January meeting. Commissioner White made a motion to
accept the minutes, seconded by Commissioner Forgione. Motion passed
unanimously.
2. Reading of the Financial Report - Commissioner White presented the financial
report for January 2008. Commissioner Lydon made a motion to accept the report,
subject to audit, seconded by Commissioner Tosi. Motion passed unanimously.
3. Chairman's Report - Chairman Vitale informed/updated the commission on the
following.
. Potential interest of Piper Aircraft Company to develop a manufacturing
facility on BVY
. Update on the sale of non-aviation use land to Rice Rental, Aero
Manufacturing, and Kelleher Construction
. Tom Ford self-storage facility
4. Presentations:
. Craig Schuster updated the commission on the FY08 ALP Update Project and
Mike O'Brien of Corporate Design handed out City of Beverly insurance
requirement information and discussed them.
B. OLD BUSINESS
1. Subcommittee Reports:

. Property/Legal/Finance Subcommittee -Chairman Vitale updated the
commission on the lease status ofNxAero, Civil Air Patrol, and the NAA 4th
Lease Addendum.
. Public Relations Subcommittee - Commissioner Nelson reported that the
annual airport report meeting before Danvers Selectmen would be in April or
May 2008.
. Facility Maintenance Subcommittee - Commissioner Forgione and Lydon
reported on the status of the maintenance building floodlights and set a date of
2/27/08 for tenant facility inspections.
. Off-Airport Obstructions - Commissioner Dettorre reported no change in
status.
. Environmental Issues & NSCC Aviation Program - Commissioner Barnico
suggested that the airport should be treated as an abutter regarding notices
from City Planning and Zoning and ConCom. Commissioner Barnico reported
that student enrollments at NSCC's aviation program were good (41
enrollments).
. Special Projects - No report
. Airport Safety & Security Coordinator - John Duval will be testifying in
Washington D.C. regarding runway safety.
C. AIRPORT MANAGER'S REPORT
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee
collections, NxAero commercial general liability insurance status, Civil Air Patrol lease status,
January noise complaints, proposed infield farming status, proposed use ofBVY for a Disney
movie scene, proposed enlargement of taxiway turning fillets, facility development
requirements sent to Rice Rental, proposed aircraft fly-in, updated BVY facility information
for pilots, airport maintenance and information on the Governor's proposal to repeal the
exemption on the sales tax of aircraft and aircraft parts in Massachusetts, and updates to the
airport web site.
D. NEW BUSINESS
None
E. COMMISSION COMMENTS
. Commissioner White handed out the proposed FY09 airport budget to be discussed at the
March 2008 BAC meeting.

. Commissioner Barnico recommended Mike O'Brien of Corporate Design be contacted
regarding insurance requirements for aircraft farming operation.
