JOINT CONSOLIDATION COMMITTEE
OF THE
CITY COUNCIL AND THE SCHOOL COMMITTEE
Meeting Minutes
November 28, 2006,8:00 a.m.
Beverly City Hall
PRESENT: Timothy Flaherty, William Coughlin, Miranda Gooding, Paul Manzo,
Maria Decker
Kathy Griffin was also present.
Mr. Flaherty outlined the four subject areas about which the Committee should report its
recommendations: (i) Building and Grounds; (ii) Finance; (iii) Technology, and (iv) the
operational recommendations made by Kathy Griffin.
Upon motions duly made and seconded, the Committee unanimously VOTED:
1. To endorse and recommend to the City Council and the School Committee the
adoption of the recommendations outlined in the undated memorandum prepared
by Kathy Griffin entitled "Draft Observations/Comments: Potential
Consolidation of City/School Business and Finance Functions."
2. To endorse and recommend to the City Council and the School Committee the
continuation of the organizational review of the City Finance and School Business
departments by an independent consultant, such review to include the finance,
business, human resource and benefits functions of both departments. Further,
that the purpose of the organizational review should be to analyze whether
consolidation of the departments would achieve any of the following objectives:
cost savings; elimination of redundancy; more efficient delivery of services and
improved operating procedures. Further, that the independent consultant should
report to this Committee on the foregoing matters and make a recommendation as
to whether consolidation of the departments should be pursued and, if so, how the
department(s) should be organized.
The next meeting was tentatively scheduled for December 12, 2006 at 8:00 a.m.
