The Beverly Council on Aging, Senior Community Center request the City Council's permission to waive the
city ordinance that restricts alcohol from being served in a city building.
The Beverly Council on Aging in celebration of National Senior Center Month plans to hold a dance with
appetizers and a glass of wine to help recruit baby boomers and new seniors to the center. The event will
take place on Friday, September 14, 2007 from 5-8PM Drink tickets will be handed out with a max of 2
small glasses of wine per person. A one day license was submitted on August 21,2007.

On behalf of the Beverly Parks and Recreation Commission and the Lynch Park Advisory Committee I am
writing this letter to request that the Lynch Park Carriage House be used for a fundraising kickoff event to te
held on October 13, 2007 from 4:00-630 PM. This event is being held to raise awareness of the need to
transform the carriage house into a modern community center for all citizens of Beverly to enjoy. The Lynch
Park Advisory Committee has been working on this project for over five years and is now ready to begin its
fundraising campaign.
As part of a reception being hosted by Mayor Scanlon, several local restaurants are invited to participate to
provide a "Taste of Beverly", which will include alcoholic beverages. The committee has been approved for a
one-day license from the Licensing Board for this function. The committee is seeking your approval to move
forward with this event.

Re: DRAFT Open Space and Recreation Plan
The Beverly Open Space and Recreation Committee (OSRC) has been diligently working on updating the
City's Open Space and Recreation Plan ("the Plan"). The Commonwealth requires communities to update
their plans every five years; Beverly's last Plan was updated in 2001 and expired in 2006. This updated Plan
preserves several of the same themes and elements from the 2001 version. However, new goals and
actions have been incorporated as necessary to reflect the accomplishments of the Committee and changes
in the City in the past five years.
An adopted Open Space and Recreation Plan serves several purposes:
. Allows the City to apply for grant money from state programs including the Self-Help and Urban
Self-Help, Conservation Partnerships and all of the programs under the Commonwealth Capital
program, which range from bike and pedestrian grants, to brownfields grants, to coastal pollution
and management grants.
. Provides a "road map" of actions and priorities for the City and OSRC to refer to and implement
over the course of the next five years.
. Acts as a guidance document while evaluating development and redevelopment proposals on
projects throughout the City.
The Commonwealth requires that several individuals and groups review and comment on the Plan and
provide written letters of support that must be appended to the final document. These parties include the
Mayor, City Council, Planning Board, Conservation Commission, and Metropolitan Area Planning Council.
The Executive Summary, Action Plan, and maps from the DRAFT Open Space and Recreation Plan have
been attached for your review. The DRAFT plan, in its entirety, is available on the Open Space and
Recreation Committee's website, which can be accessed from the city's website. The OSRC is available to
present a brief overview of the Plan at your next scheduled meeting, at your request and convenience.
