Dear Honorable Council:
Attached please find a proposed zoning amendment relating to the reuse of public buildings whose passage
would allow us to maximize the sale value and ongoing real estate taxes from the McKay School.
This proposal has the benefit of your comments and suggestions made to an earlier version of this
legislation.
Please begin the process of evaluating this proposal.

Dear Ms. Macdonald:
Chapter 700 of the Acts of 1913 as amended requires the Salem and Beverly Water Supply Board to
annually determine the volume of water supplied to the cities of Salem and Beverly during the three years

prior to September 30. This date established the proportions in which the cities shall pay the expenses for
the operation of the Water Board for the next succeeding fiscal year.
At its meeting on December 5, 2006 the Salem and Beverly Water Supply Board certified that during the

three-year period prior to September 30, 2005, Salem consumed 58.8% of the water supplied while Beverly
consumed 41.2%. A copy of the determination is attached. Consequently, the Water Board certified that the
assessment for the fiscal year 2008 budget period should be proportioned between the cities on the basis:
Salem 58.8 %, Beverly 41.2%
