Minutes of Meeting
February 16, 2006

Board members present: Mark Casey, Bill Collins, Jack O’Neil, Mike Gaudette, Arthur Powell, and Gary

Board members absent: Patty Adams
Others present: Recreation Director Bruce Doig, Asst. to the Director Joscelyn Ruelle-Kersker and
members of BARC
Mark called the meeting to order at 7 pm.
Mark read a letter from the Paul M.Guanci, City Council President. Attached is the letter. Points:
??Thanked everyone for his or her work.
??Disappointed in the “bad blood” that seems to have developed in this process.
??Suggested four or five parks, located in different areas of Beverly, designated as possible
sites to test “off leash” hours early morning and at night when the parks are now currently
under utilized.
??Dog owners in favor of “off leash” sites want to be law-abiding citizens and have pledged to
work with other dog owners who do not comply.
??The sooner this issue is resolved the better.
Mark said he and Bruce met with the Mayor today. The Mayor is hopeful that the Recreation Commission
will be done with this issue by June. Possible additional sites that the Mayor will look into: Standley St,
Brimbal Avenue Landfill and the National Grid site on Henderson Road. The Mayor asked us to keep in
mind the Lunenburg tragedy.
The following votes were taken by the commission pertaining to dog access:
Key: 1=Dog-Free Park, 2=Off-Leash Dedicated Dog Park, 3=Off-Leash Limited Hours, 4=On-Leash Full
Time, 5=On-Leash Limited Hours (Current Ordinance except Lynch Park)
Aside from recommended off leash hours, the rest of the time current city ordinances would apply.
