BEVERLY AIRPORT COMMISSION
MINUTES OF THE REGULAR MEETING
MARCH 26, 2001
PRESENT: Commissioners Barnico, Eaton, Farmer, Mahoney, Nelson, Rosen, Vitale,
and White
ABSENT: Commissioners Duval, Gourdeau, and Lydon
PUBLIC: Ken Robinson, Gardner Trask, and Steve Friedman
A. CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM.
1. Presentation:
·
Richard Predella, Director of Facilities for NEESCOM – Mr. Predella
gave a presentation for leasing space at the airport for a fiber optic
regeneration facility. Commissioner Eaton made a motion that we
proceed with further investigation on the proposed project, seconded
by Commissioner Barnico. Motion passed unanimously.
2. Reading of the Minutes for February 2001 – Chairman Farmer called for a
reading of the minutes from the February meeting. Commissioner Mahoney made a
motion to accept the minutes, seconded by Commissioner Eaton. Motion passed
unanimously.
3. Reading of the Financial Report – Chairman Farmer called for a reading of the
financial report. Commissioner White gave the financial report for February 2001.
Vice Chairman Vitale made a motion to accept the financial report subject to audit,
seconded by Commissioner Mahoney. Motion passed unanimously.
B. OLD BUSINESS: (Discussed proposed Greg Wyler lease in Executive Session)
C. NEW BUSINESS:

Airport Manager’s Salary – The Commission discussed performance and
salary reviews, salary ranges, and percentage of salary increase for the
Airport Manager.
Commissioner Rosen made a motion to increase the Airport Manager’s
salary by 6% retroactive to July 1, 2000. Motion was seconded by
Commissioner Eaton. Motion passed unanimously. Motion passed
unanimously.

Commissioner Rosen made a motion that the Airport Manager have a
performance review each June and a salary review each July with a follow-
up in writing. This motion was seconded by Commissioner White. Motion
passed unanimously.
Commissioner Mahoney made a motion that the Airport Manager’s salary
range be evaluated in March 2002. Motion was seconded by Commissioner
Nelson. Motion passed unanimously.

FY02 Budget – Commissioner White presented the proposed FY02 airport
budget. Commissioner Mahoney made a motion to accept the FY02 budget
with revisions, seconded by Commissioner Rosen. Motion passed
unanimously.

Surplus Airport Plow Trucks – Chairman Farmer discussed the two airport
plow trucks that would be surplus when we received the new trucks. He
informed the Commission that any money from a sale does not have to go
back to FAA. Chairman Farmer said the money from a sale could either be
recouped and kept for airport purposes or taken off the $400,000.00 water
and sewer debt. The Airport Manager will try to get a professional value
appraisal of the trucks.
D. AIRPORT MANAGER’S REPORT:
Airport Manager Mezzetti updated the Commission on events since the last
meeting and answered several questions from the Commission regarding runway
crack repair, off airport vegetation management costs, and east ramp
improvements.
F. CHAIRMAN/COMMISSION COMMENTS:

Chairman Farmer talked about a meeting Vice Chairman Vitale will be
attending in Washington, D.C.
·
Chairman Farmer told the Commission he would be talking with an
attorney to find out exactly what the situation is regarding taxes and the
airport, the goal being to reduce or eliminate them.
·
Chairman Farmer talked about the remediation options being recommended
for the northern Gurnard building.

F. EXECUTIVE SESSION:
Commission entered into Executive Session to discuss the proposed Greg Wyler
lease.
G. ADJOURNMENT:
Motion to adjourn made by Commissioner Mahoney, seconded by Commissioner
White. Motion passed unanimously.
