MASSACHUSETTS MINUTES FROM MEETING ON SEPT. 10,1987 MEMBERS PRESENT: RAY BOUCHARD, BILL LISS GEORGE BATCHELDER, PETER GILMORE, JOE MANZI, AND PAULA BARTLETT Meeting called to order at 7:55 P.M. Motioned to recess for Public Hearing made by Bill Liss, Seconded by Peter Gilmore ALL IN FAVOR ~ ~ #5-261 Cont. William and Ann Kelley 220 Common Lane Lot #3 Thaddeus Siemasko, Architect, made the presentation, using amended plan. Information sufficient--HEARING CLOSED #5-269 Finn-Continued Mornigside Drive Lot #19 Daniel Finn made the presentation. Lisa Woolworth, Engineer was also present. Pipers are not being extended, only relaying them. George questioned flooding at end of road due to being not functional. GENERAL PUBLIC Mark Foster-Morningside Drive Spoke of changes in contour lines when his lot comes before us. Peter questioned, will the contours change, from Lot #19 as to when Foster's Filing comes before us? Ray answered, the purpose is to fill and grade, and that's the purpose. Mr. Chalifour of 17 Mornigside Drive Re: grading and water concern, the new catch basins won't be sufficient enough to hold water, therefore, flooding. Feels the pipe will be under water come springtime. Tom McGovern of 19 Mornigside Drive Re: water concerns, especially in the springtime. -2- Mark Foster to Mr. Taubert Re: Pipe/Flow is .41. sufficient? Alan Taubert answered: Self cleaning velocity pitch of 12" =.001 Information sufficient, Hearing Closed #5-258 Cont. Cross Lane Realty Trust. Representatives Charles (Bud) Corkin, Attorney and Peter Ogren Hayes Engineering, John McKinnon H.W. Moore Engineering. Information submitted at this time. (amended plans also, a report from Moore) Bill requested a clearer understanding of the two changes. Peter Ogren of Hayes Engineering concurs with H.W. Moore's methodology regarding storm events, etc. (Mr. Taubert-Existing storage is low, southeastern area has more storage. ) Suggested "Deny the Project". A very poorly designed project. Much deliberation from Peter Ogren. GENERAL PUBLIC Lynne Stein of 251 East Lothrop St. There's a 2 1/2' of water. Flood water rising from the surface feels the regulations have to be interpreted in a common sense way. There's a channel in the area, there's vegetation there's a stream. The issue is the land is flooding. The water will flow through the retention basin and onto the dam. Mr. Stein does not trust the dam. Bud Corkin also deliberated over Stein's comments Peter: wants clarified why calculations differ? McKinnon: The key to this project is that the retention basin will mitigate water problems, not the overflow on Lothrop St. George: Agrees this to be a detrimental project, concurs with Alan Taubert. Mr. Taubert feels much guess work was involved re: velocity and calculations. More deliberation from Stein. Bill motioned to close the hearing, Joe seconded ALL IN FAVOR !
