2002-06-27 BEVERLY PUBLIC SCHOOLS BEVERLY, MASSACHUSETTS June 27, 2002 A special meeting of the Beverly School Committee was held on Wednesday, June 27, 2002, in the School Committee Room, Briscoe Middle School, Beverly, MA. Members Present: Ms. Brusil, Ms. Cronin, Ms. Norris, Mr. Tallo and Ms. Coburn. Members Absent: Mayor Crean, who sent a communication stating he would be attending the Public Hearing on the City Budget. Also in Attendance: William Lupini, Superintendent of Schools, and Hans Baumhauer, Director of Operations. President Coburn called the meeting to order at 8:09 PM. The Pledge of Allegiance was led by Ms. Coburn. SUPERINTENDENT'S REPORT First Reading on District Policies Upon the recommendation of the Standing Committee on Curriculum, Instruction, and Student Life, Dr. Lupini presented the following policies for a First Reading: o Student Policies Goals o Equal Education Opportunities o School Choice o Student Eligibility for Participation in Athletics and Co-Curricular Activities Upon the recommendation of the Standing Committee on Finance and Facilities, Dr. Lupini presented the following policies for a First Reading: o Fiscal Management o Communication of Budget Recommendations o Funding Proposals, Grants and Revenues Second Readings on the proposed policies will be conducted at the regular meeting on August 28th. Fall Meeting Schedule · It was moved by Ms. Norris and seconded to adopt the School Committee Fall Meeting Schedule as presented. The Committee will add a Joint City Council and School Committee meeting, date to be determined. Unanimously voted. Special Meeting June 27, 2002 Page 2 Student Handbooks · Upon a recommendation from the Administration and the Standing Committee on Curriculum, Instruction and Student Life, it was moved by Ms. Brusil and seconded to accept the student handbooks for the elementary schools, middle schools, and high school, as presented. A request was made to include a breakdown of sports, by season, and a form for parental sign-off in the high school handbook. Unanimously voted. FY02 School Department Budget · Upon the recommendation of the Administration and the Standing Committee on Finance and Facilities, it was moved by Ms. Norris and seconded to endorse an increase in the School Choice revenue allocation for FY02 from $250,000 to $400,000. Unanimously voted. · Upon the recommendation of the Administration and the Standing Committee on Finance and Facilities, it was moved by Ms. Norris and seconded to endorse the payment of up to $50,000 in June/July bills in FY03. The Administration will provide the School Committee with a reporting of the expenditures at the August 28th meeting. Unanimously voted. FY03 School Department Budget · Upon a recommendation from the Administration and the Standing Committee on Finance and Facilities, it was moved by Ms. Norris and seconded that the Beverly School Committee adopt a FY03 School Department Budget in the amount of $37,894,358, based on a city appropriation of $36,828,984, dependent on allocation from the City Council, and incorporation of proposed fee structures. Dr. Lupini noted this budget is dependent on a reduction of $400,000 in health insurance (pending the sale of two parcels of City property) and $40,000 in health insurance (pending the resolution of the retirement incentive issue.) A roll call vote resulted in the following: YES: Ms. Cronin, Ms. Norris, Mr. Tallo, Ms. Bell, Ms. BrusH and Ms. Coburn. NO: None Unanimously voted. Ms. Coburn adjourned the meeting at 9:05 PM.
