MINUTES OF MEETING
October 20, 2005
Members Present:
Norm Ganley, Co-Chairman; Eileen Twiss; Kevin Gallant, Co-
Chairman; Candace Pike; Karen Bloodgood.
Members Absent:
Bob Nelson; Elise Bernstein and John Vickery.
Guest(s):
Art Daignault, ADA Coordinator; Tiffany Silliman, SEIU; two Personal Care
Attendants; Rep. Mary Grant; and Eileen Twiss, ex-officio member.

Tiffany Silliman of the Service Employees International Union and two Personal
Care Attendants (PCAs) presented the initiative petition to form a PCA Quality
Workforce Council to appear on the 2007 State Ballot. This Council would make
it easier for consumers to find and hire PCAs. The Council would establish a
statewide registry of PCAs and identify those who are looking for employment.
Commission members were asked to circulate the petition to obtain signatures to
place the petition on the ballot.

City Electrician, Bill Ambrefe, asked for financial support to make more traffic
signals more handicap friendly. A sub-committee of Candice Pike, Karen
Bloodgood, and Jack Vickery will study this matter and will report back to the
Commission as a whole.

Norm Ganley made a sub-committee called Idea for Handicap Advocate
Committee. This group would solicit and disperse funds for needy people with
disabilities when no other source of funding is available. Kevin Gallant, Elise
Bernstein and Norm Ganley will study this proposal.

Candace Pike reported on Stop & Shop on Elliott Street. She will meet with the
Manager regarding handicap checkout problems.

Art Daignault gave the Commission and update on CVS and the North Shore
Music Theater. He will be reviewing the plans for Beverly Hospital parking to
ensure the proper number of handicap parking spaces.

The next meeting of the Commission is on November 17, 2005 at 7:00 p.m.
