With the cooperation of Endicott College whose administration I wish to thank publicly some 3,000 surveys were mailed at random to Beverly residents. Significantly 27%, a very high percentage, of the surveys were completed and returned. These 797 surveys from all wards and all walks of life offer significant useful input. While there is always room for improvement, the citizenry is generally positive toward the Police Department and its conduct. This study deserves our close attention and review, and I suggest that the Council members meet with the Police Chief and myself at a convenient time to review this matter in some depth once the Department has an opportunity to analyze the data in more detail. Order read once and adopted 9-0 Vote #166 90 By Councilor Troubetaris Ordered: Be it resolved that the City Of Beverly Council congratulate Louise Shipp of 7 Davis Road on reaching her 100 Birthday. th Resolution approved 9-0 Vote #167 By Councilors Martin, Guanci and Coughlin: Ordered: That the Mayor and Finance Director request and receive a written opi8nion from the City’s bond counsel with respect to the language in the appropriation order/bond authorization as to whether the City Council is voting to appropriate $60,000,000 or $3,6000,000 for the construction of a new high school. It is the understanding of the Council’s Budget Analyst that once a vote on an appropriation is taken, it can’t be subject to future considerations/restrictions o the City Council. Furthermore once the City Council votes a bond authorization, they do not have a say in the timing of the sale of the bonds and he authority to issue bonds is vested with the Treasurer, with the concurrence of the Mayor. Therefore, before a vote on the bond authorization for the new high school is taken, we request these concerns be addressed by bond counsel in writing to the City Council, with a history of similar conditional language orders/authorizations in the Commonwealth.
