Dear Honorable Council:
Since the time of completion of the Beverly-Salem Bridge, there have been complaints
regarding traffic circulation in the Goat Hill area. Sergeant Tarsook of the Police Department
suggested a short road be constructed from Summit Avenue to Cox Court to Cabot Street as
a means of solving these problems.
The road has been designed. The desirability of the project has been reviewed with the
Ward 2 Civic Association. It has met with majority approval from the Association. Currently
access and egress to this area are very limited. The road would allow better access to the
Goat Hill area by cars coming across the bridge from Salem and reduce driving through the
neighborhood. Additionally the road would allow easier egress from the area to Rantoul or
Cabot Streets again reducing driving through the neighborhood. The project requires the
acquisition of land. Appraisals have been recently conducted and communication has
occurred with involved landowners. No takings of buildings will be involved. The funds for
takings and construction are estimated to be $450,000 in total and will be taken from the
existing Stop & Shop mitigation monies.
A sketch of the roadway layout is enclosed for your information.
I hereby request that your Honorable Council approve the takings of land from three property
owners required to bring this project to fruition. No appropriation will be required.

As you know, medical insurance costs have been running well ahead of budget. Please set
a Public Hearing on budget transfers totaling $600,000 as outlined in John Dunn’s attached
letter.
As John mentions, these transfers may be sufficient to deal with the problem. If they are not,
we would anticipate additional transfers later in the year.

As outlined in last year’s Capital Expenditure Plan, the City needs to replace a 1250 gallon
per minute (GPM) pumper in the Fire Department. Attached is a request from Public Safety
Commissioner Kenneth Pelonzi to appropriate the amount of $299,925. Such amount was
the low bid received from Fire Resources Incorporated in a recent bid opening.
It is our intention to bond for this purchase. John Dunn will provide the appropriate wording
for the Council vote. Please schedule a Public Hearing on this appropriation at your earliest
convenience.

The Friends of the Beverly Public Library have offered to endow a fund, to be
named the Nancy P. Robinson Memorial fund, for the benefit of the Beverly public
Library. Mrs. Robinson, a teacher at Briscoe Middle School, was killed in an
automobile accident in 2000. She was a long time library patron, supporter and
member of the Executive Board of the Friends.
The Trustees of the Beverly Public Library voted unanimously at their January
meeting to accept this gift and recommend your acceptance.
