You will observe that as we proceed with construction of new public safety facllitles we will
have an opportunity to convert the existing police station to other uses and bring back into
city owned buildings those functlons now housed in rented facilities. We should also be able
to make sigrdficant parking Improvements for the benefit of citizens with buss -_r~_~_ at City
Hail.
On the school side you will be asked by separate letter this evening to appropriate funds for
a high school feasibility study. Following completion and reviow of that study, I intend to
recommend that we proceed to the architectural design phase of all three secondery school
construction projects As part of that pmcsas, I expect discussion of the exciting ideas
descrbed in the School Superintendent's recent State of the Schools Address including
which programs to include and where to locate them and thus determine the future of
buildings which may be surplus The design process will then follow and provide us with
good cost estimates from which we can make e decision on the batting order for improving
the secondary schools given the city's financtai resources.

The Beverly School Committee, at a regular meeting held Monday, January 8, 2001,
unanimously voted to request authorization from the Bevely City Council and the
Building commission to conduct a feasibility Study on Beverly High School.
As you are aware, a study was completed in 1998, but we are now faced with many
issues that the report does not address. The Joint Secondary Facilities committee is
in the process of establishing ptiotities and order, and a more comprehensive study
is needed, particularly with emphasis on structural issues.

Request to adjust Mooting fees
Dear Honorable CouncJh
I am writing to request that the Council approve the adjustment of Chapter 2,
Section 269 of the Revised Ordinances as requested by the Beverly Harbormaster in
his November 21, 2000 communication to my office. I have investigated the fee
structures of other waterfront cities and towns, and have found that the imposition
of a higher non-resident rate is the norm. Allowing the adjustment is this way will
forestall any adjustment to the rates otherwise chargeable to Beverly residents, and
will effectively recognize the additional effort and expense imposed on the
Harbormaster's office by non-resident boaters.
