copy of last year's plan.

may raise a question and to suggest additional projects for inclusion in this year's
plan.

As you know, the City has opened up the former McDonald's property near the
waterfront as a temporary homeless shelter. The City is working with Operation
Bootstraps in this regard.
Charitable sources have donated over $18,000 to the operation of the facility which
is being administered by Bootstraps. The shelter is configured with two security

Dear Honorable Council:
I hereby request that you confirm the appointment of Michael Papamechail as
Director of Public Services. I will appoint Michael on a temporary basis in
accordance with Charter procedure. He will begin work January 24, 2000.
Michael served the City very well for over three years until he left the City on
November 3, 1999. Michael will return at exactly the same salary he held when he
left. I do intend to enter into a contract with Michael, but it will be silent as to salary.
I did find out in my efforts to recruit a replacement that the position is in my opinion
somewhat underpaid, and I will recommend an increase in next year's annual
budget.
Michael did a terrific job for Beverly, and he will play a major part in continuing lo
improve Beverly's infrastructure and making the City once again the Garden City.
If any councilor has any questions or concerns regarding this appointment, I would
urge him or her to please contact me directly. Thank you.

After discussion with the Chief of Police and the Finance Director, I request your vote
this evening to waive the civil fines associated with tickets issued because of
violations to the Winter Parking Ban of January 13 and 14, 2000.
This decision is a gesture of goodwill associated with the first storm of the year only.
Towing charges will remain in effect. The ban will be fully enforced for the
remainder of the winter. We wiJJ also endeavor to mail a brochure to everyone in
Beverly outlining our snow procedure.
