After consultation with Coundlor Madin, I hereby request that $50,000 be
appropriated from Water and Sewer Funds to account "Water Break Cleanup."
The funds will be used to cover the City's costs to cleanup and remove debds from
the site of the recent flooding on Conant Street and to make good on the losses
suffered by several homeowners to the extent their own insurance will not cover
their losses.
Said funds to be expanded under the direction of Marshall Handly, City Solicitor and
John DUnn, Finance Director. Please establish a Public Hearing at your first
convenience.

On April 13~, the City opened bids for the installation of new residential, remote
radio readable, water meters. The low bid was $1,909,595 from the firm of United
Metering, Inc. of Harrington Place, New Jersey. Their bid is a combination of Badger
meters and liTon ERrS {Encoder, Receiver Transmitter) which can be read at a speed
of 8,000 meters per day from a moving vehicle. There are over one million of these
combined meters and ERrS operating in North America today. United Metering,
Inc., who will do the installation, has installed since 1993 more than 210,000 meters in
New York City alone.
I hereby request that your Honorable Council appropriate $2.1 million in cash from
the unreserved fund balance at SESD to account "Capital Project Fund - Water
Meter Replacement." The higher dollar number requested includes funds for repair
of defective sidewalk shutoff valves and for contingencies.
