This budget continues the trend of the past six years of making modest improvements to the quality of life in Beverly. The budget for FY 2001 contains few surprises. Interest costs for borrowings to fund our infrastructure improvements are up by over $600,000 as capital expenditures have been completed. Notable is the program to renovate and expand one school each year with Cove, the fourth school, under construction in the budget year. Also significant are interest on both the $5,000,000 cost to cap the dump and the Chase Street portion of our major drainage project. The drainage program is aimed at eliminating the flooding of houses every time there is a hint of a rainstorm. Bevedy has once again funded the schools more heavily than city side activities with a total of $2,000,000 in new money to the Beverly schools and increased funds to the Vocational High School. For the new year we have put forward a budget in which total school expenditures rise 6.79% while City functions increase by 4.67%. Attached to this message is a chart showing a comparison of FY 2000 vs. FY 2001 expenditures by general categories of government. As submitted, the total budget would expand by 5.7% from year to year. On the city side we are pursuing a policy of essentially no increases in full-time office staff. The only additions are four direct workers including two masons in Public Services. These persons will offset outside contractor costs and help improve our sidewalks and catch basins which are badly in need of work. Also we will replace four police officers who have retired and we have budgeted one new patrolman. This individual will focus full time on traffic enforcement dudng the budget year. Speeding is a major concern of residents through the community. We are encouraged about the possibility of adding three grant funded patrolmen. These positions have not been included in the budget but their funding is highly probable. We continue to upgrade the physical state of the community. We are replacing playground equipment in our parks. We will be totally renovating Balch Playground. We are budgeting the funds for upkeep of the many parks and playgrounds which have been improved. We have also budgeted for more and better maintenance of our roads with increased crack sealing and minor road repairs. Several months ago the Capital Expenditure Plan was updated, In the new fiscal year we will work hard to make the various projects outlined in the Capital Expenditure Plan a reality. The water meter project has been successfully bid. Actual installation will start in early July. The project calls for new, externally readable meters in evey /home. We remain extremely hopeful that the so-called "Vitale" site will be converted to Active Recreation on a permanent basis to become the home of a skating facility and several ball fields. The City has pursued resolution of this site in concert with the State Department of Environmental Protection and outside consultants over a four-year period. We have every reason to believe that this site is an excellent one for active recreation. We intend to offer the Conservation Commission a larger parcel of land not currently under Conservation Restriction in return for releasing restrictions on the Vitale site. We also intend to send storm drainage from the Vitale site away from the Wenham Lake water supply making conditions even better than they are today. With respect to the Public Safety Facility we remain comfortable that the Cummings site is an excellent one for such a facility. Last week after extensive presentations the Building Commission voted unanimously in favor of a Joint Facility on this site. Nonetheless we will bring this project forward in a manner which allows for all reasonable questions to be asked, discussed and answered. We have successfully negotiated an extension until the end of December 2000 on the option to purchase for $300 the property at Cummings Center on which we intend to build this facility. The City continues to oparate without adding management persons. A number of Department Heads now work regularly 15-20 extra hours per week with no compansation. I have put forward several increases of size to more propedy compensate certain Department heads. Durig the current year, we have discovered additional weaknesses and shortcomings in our water system which will require increased expenditures to correct. Conversely the sanitary sewer system is operating somewhat below cost expectations as SESD assessments continue to be conservative (high). For FY 2001 we have requested an increase of 25 cents per 100 cubic feet of water with an offsetting decrease of 25 cents per 100 cubic feet of sewage. The net effect will be no change on the bill of the vast majority of Beverly residents. The change will allow us to more accurately reflect our costs. In the upcoming year in keeping with the Capital Expenditure Plan, severel water system projects will be brought forward as we work to increase the reliability and performance of their systems. Lastly, on the subject of condo trash pickup I have consistently put forward my willingness to have the City pickup the trash. My proposal has not varied at all. It is that the City pickup the condo trash on the same frequency offered other residents provided that condo residents first establish a recycling program and after 90 days of successful performance the City would commence trash pickup. Recycling is cleady a good thing to do and by doing so condo residents will help hold down the City's increased costs associated with pickup of condo trash. I remain ready to proceed on the basis which I have outlined if it is the will of the Council. Very truly yours, William F. Scanlon, Jr., Mayor Referred to Finance and Property #168 May 15, 2000 Honorable City Council City Hall Beverly, MA 01915 Dear Honorable Council: I hereby request that while holding the combined water and sewer rate constant the City Council approve an increase in the water rate of 25 cents per 100 cubic feet and a corresponding decrease in the sewer rate of 25 cents per 100 cubic feet. For the vast majority of Beverly citizens these changes will result in no change at all to their total cost. As we investigate and improve our water system we continue to find weaknesses. Most people are aware that many water lines need replacement because they are old and corroded. We have also discovered that water breaks in certain locations would currently be difficult to localize. In some cases valves need replacement while in others no valves exist. There are also rectifiable situations within the City where water pressure is low and where lines are not looped. 97 On the other hand SESD continues to operate at less than the level of expenditures which SESD has budgeted. As a result we believe this rate can safely be lowered. Please schedule a Public Hearing on this matter at your first convenience. Earlier we cleaned and lined much of the 12" water line beneath Rte. 1A as part of the project. Investigation has shown they need for an extension of the 24" water line under Rte. 1A from its current termination point at Somerset Avenue by 400' to Wilkins Terrace where it will connect with the 24" transmission main that goes to the water tank. This action will improve water pressure for North Beverly residents significantly. It will also provide for a looped system meaning that in the event of a line breakage, we can back feed residents. It also will improve fire safety Additionally we wish to improve the water pressure to Lakeview, Lakeside and Hoover Avenues. Currently, these residents are served by an old 4" line. Pressure is very poor. Additionally this action will allow us to minimize water outages as the work on Ronte 1A continues. Fire safety will also be improved. Frank Killilea, Director of Engineering will make a detailed presentation to you of these improvements. I hereby request permission to bend $600,000 to make these improvements which will be needed to be spent along with the existing balance of $395,000 from an earlier appropriation.
