Dear Honorable Council:
I wish to update you regarding the Homeless Shelter matter for this coming
winter and the future. Please view this letter as an informational update. As you
know, last year with your help we were able to offer shelter during the winter months
for up 12 persons per night.
This year I am happy to advise you we have reached verbal agreement with
the owners of a building on River Slreet to lease their properly. We would enter into
a five-year lease at a fixed sum of $30,000 per year subject to annual funding by the
City from Community Development Block Grant (CDBG) Fund or General Fund
sources. The lease would be between the Beverly Health Department and the
property owners. Available funds from the CDBG Office and matching funds from
the owners would be used to renovate to the building. The lease would be for a
fixed amount, subject to change only if real estate taxes on the properly increase
during the term of the lease. Utilities would be our responsibility.

I am pleased to advise you that I have successfully obtained in excess of
$43,000 from the State to offset operating costs for the upcoming shelter season
which would run from December 1 through March 30. We also have reason to
anticipate significant funds from private sources based on verbal commitments
made to me. Indeed for the upcoming year we do not anticipate filing any request'
with the City Council for an appropriation. Any "City" funds needed for this year"s
operations would come from currently available CDBG sources, as they would in
future years if CDBG funding remained available. City Council action may be
required in future years if:
(a) non-City sources are insufficient to cover expenses, or
(b) if the Council elected not to continue to shelter operation and a proportional
share of the CDBG construction funds had to be repaid.
Under the current proposal we would lease the building for the entire year
but use it as a shelter for only a 4-month period. The decision as to which entity
would administer the shelter facility has not yet been made, but several competent
organizations are interested in providing this service. One of the prospective
administrators of the facility, the Salvation Army, has indicated an interest in
operating an annual program aimed at not only dealing with the symptoms but the
root causes of homelessness. We are open to discussing that issue going forward
but at present we are planning for only a winter-freezing condition, seasonal use.
Any discussion regarding a year-round program will be held openly and with your
full involvement. If you have any questions regarding this issue, please see me as
soon as possible to discuss the matter.

Recent tests of flows and pressures of water lines done by Department of Public
Services personnel show that a very serious problem exists in Beverly Farms along a
3400 foot stretch of pipe on Rte. 127 near the Manchester border. While this pipe is
functional in terms of serving homes along its route with sufficient flow for domestic
use, the flow available to fight a fire is less than desirable.
We must, therefore, replace the aged 6 inch line installed in the late 1800's which is
substantially clogged with a ten inch main which will connect on one end to an
existing Beverly 12" main and on the other to an existing 10" main belonging to
Manchester.
After lengthy discussion with Mike Collins and Frank Killilea, I hereby request that
your Honorable Council set a date for a Public Hearing at the earliest possible
moment to appropriate .$340,000 for the purpose of installing 3400 feet of 10"
diameter water pipe. This appropriation of Three Hundred Forty Thousand Dollars to
account ($340,000) will be made from within the water fund. Such appropriation is
expected to be funded by a favorable positive variance in Water Revenues above
the budgeted level. Said sum to be expended under the direction of Michael
Collins and Frank Killilea. We will take steps in the meanwhile to plan the speedy
accomplishment of this task before the Holiday Season.

the Centerville Improvement Society in its effort to have the City Council remove a
deed encumbrance imposed by the Beverly Board of Aldermen in 1981.
CIS is currently negotiating the sale of its 50% share in the building to the current co-
owner. The Beverly City Council must approve the removal of the deed
encumbrance before a sale can be finalized.
I would suggest this matter be referred to the Finance and Property Committee so
that it can be discussed with representatives of the CIS board at the next F & P

Amend Section 5-1 of the Beverly City Ordinances entitled "Building Permit Fees" by
adding the following to the end of the section:
"No storage container or bulk transportation device shall be stored or parked on a
premises without a permit from the Building Inspector, who may issue permits for the
storage of a maximum of two (2) such containers/devices on a premises for a
period not to exceed thirty (30) calendar days. Permits for the siting of storage
containers or bulk transportation devices for longer than thirty (30) calendar days
but no more than ninety (90) calendar days may be issued by the Beverly City
Council. Each such device shall require a permit, and no more than two (2) permits
of any duration may be issued to any premises annually. The fee for permits of thirty
(30) days or less shall be $50.00. The fee for permits of thirty one (31] to ninety (90)
days in duration shall be $500.00."
