I hereby submit the City Budget for the Fiscal Year 1995-1996.
The current and soon to end fiscal year (94-95) is still projected to reduce the revenue deficit by $1,800,000 to not
more than 8287,000 as we enter the new fiscal year.
Thus the good news is that the deficit should be entirely gone early in the new year and the money which has been
starved from goods and services over the past three years can be available for other purposes. In addition the recent
trend in medical costs is down and we expect to benefit from that trend in FY 95-96. Also, and surprisingly, pension
costs will be lower next year than this year. Thus the total amount of additional funds which is being recommended
to you to be spent on improved services is increased beyond the amount of new city appropriations.
While much effort has been expended to help improve our commercial/industrial tax base it is generally understood that
such efforts are long term in nature and little benefit will be seen from them in FY 95-96. Such efforts, as typified by
the recently announced connector road proposal near the airport, remain our only hope of generating the funds
necessary to pay for needed capital expenditures which include schools, police and fire stations and many others.
As the City's starvation diet has worked down the deficit over the past three years, Union members on the City side
have generally gone without any increases. As an example the last increase granted the firefighters was on July 1,
1991. Although the amount budgeted is indeed very modest, we have set aside a pool of approximately 2% of union
wages.
Highlights of the budget being proposed to you include:
Police - Funding for 5 additional officers, some additional overtime, funds to allow the dog officer to put up strays, and
expenditure funds to purchase new cruisers.
FIRE - Some additional overtime has been budgeted because 5 firefighters remain on long*term disability. We have also
budgeted as a capital item the first new piece of firefighting equipment to be added in eight years. A combination
pureper/ladder known as a QUINT is recommended to be added as well as two 4-wheel drive Jeep type vehicles to be
used as deputies' cars.

Public Works - Essentially no one has been hired into this department in ten years. During FY 94-95 seven persons
retired. Nearly everyone has an opinion about Public Works, not all of them favorable. There is always the question
of the choice between hiring and additional privatization.
Simultaneous with the submission of this budget, an order is being introduced to the City Council to eliminate Civil
Service as a requirement for future employees outside of Public Safety. With this change we should be able to make
more intelligent choices between hiring and the expanded use of outside contractors.
The term of the Commissioner of Public Works, George Zambouras, expires in June of this year. The position George
holds is perhaps as difficult as that of any department head in the City. It is not entirely clear to me, nor I suspect is
it to the Council, just how well the DPW is being run. George and I have discussed his situation and agreed that we
will work closely over the next period of months to determine how to best move the department forward. In the
meantime I will take no action regarding his appointment. George brings many positive strengths to his position, and
I hope this matter can be resolved in a positive way for all parties.
As mentioned, this past fiscal year seven persons have retired from Public Works. The budget shows four
additions from the present staffing for a net reduction of three as measured from one year ago. Two of the four
bring skills compatible with increased privatization while the other two, a sewer pump station operator and a mechanic
are simply essential to ongoing operations. An increase of $100,000 has been budgeted for sidewalks, $75,000 for
badly needed sewer repairs, $100,000 for drainage improvements at the Library and in the Sunset Drive area. We have
included $15,000 for tree replacement, $20,000 for the "Common" improvements and $60,000 of capital for a
machine to clean the beaches as well as $45,000 to pave cemetery roadways and $25,000 for the Vitale site cleanup.
The Council on Aging would receive $50,000 new dollars while Recreation would receive $59,000 additional. Both
these departments would still not be fully funded but the gap would shrink in each case. Funds have been included to
allow a city-wide revaluation by the Assessor's Department. The Library book purchasing account has been increased
by $60,000 which brings it to a level which allows for a State Match.
Other items of interest include a recommendation for a raise in City Councillor salaries to $600 per month effective
January 1, 1996 with the Council President to receive $700 monthly. This increase would be the first since 1987-1988
for the Councilors who have done, I believe, an excellent job as we have managed our way out of the deficit.
The City Council President has asked that money be included for an increase in the Mayor's salary to $70,000 annually
as of January 1, 1996.
The Mayor's budget also includes funds for an operational study of the Police Department which the City Council has
requested and several smaller items including a TV/VCR/Camera to allow the Council and the Mayor to review various
issues with actual pictures.
No department head increases have been specifically budgeted but the Reserve for Unforeseen has been increased to
$300,000 with the thinking that some mid-year increases may be in order for department heads and other non-union
employees.
Other than the personnel discussed earlier, two existing positions are requested to be made permanent, one in DPW
and one in the Treasurer's Office and two new positions, one in the Clerk's Office and one in the Assessor's
Office are requested while two in the Health Department will be reduced by retirements and not be replaced.
The budget, in the round, puts a little more money in most departments, with police and DPW benefitring the
most. This trend is encouraging but I wish to again caution that until our industrial/commercial base begins to grow
we will not have the funds for significant capital expenditures such as schools and public safety facilities. Fortunately,
these projects will be in the planning stage during the next year.
In closing, although the difference is more symbolic than real, we have developed the budget so that the tax rate will
not have to be increased the full amount allowed by law. The unused levy capacity will only be approximately
$100,000 or about 4 cents per $1000 on the tax rate but it represents the first time in a dozen years that Beverly has
not increased by the maximum.
And lastly, I am recommending that we begin a phaseout over the next several years of the highly regressive water
connection fee. This reduction would require an ordinance change.
I thank the Council for its help in making 1994-1995 a success. We have done what we said we would do.

On November 20, 1944, by vote of the Board of Aldermen, the City of Bevedy accepted the provisions of Sections 47
and 47A of Chapter 31 of the General Laws, bringing employees of the Public Works Department within the coverage
of Civil Service laws, In 1945, the acceptance of Civil Service coverage was extended by vote of the Board of
Aldermen to Labor service employees (Public Works, cafeteria workers and school bus drivers.) Some current effects
of those votes are the limitation of the City's ability to hire qualified and productive labor, and the limitation of the
City's ability to discharge unproductive labor.
As you are aware, the City's labor force has for some time been allowed to dwindle due to attrition, and we are now
faced with the need to augment the labor force to respond to the reasonable demands and expectations of the
taxpayers of this City. I believe that it is in the best interests of the City to be permitted to engage qualified labor
without being bound by the constraints imposed by the Civil Service system. I have requested an opinion of the City
solicitor on the question of whether the acceptance of Civil Service coverage of the labor service can be revoked, and
if so, by what means that can be accomplished. The Solicitor's response, which I have appended to this letter, is that
the revocation of acceptance may be effected by the majority vote of the Council.
I therefore request that the Council consider the revocation of the City's acceptance of Civil Service coverage for the

Labor Service, and upon consideration, that the Council vote to revoke the applicability of civil service law and rules
to the labor service.

Earlier this year you passed an ordinance restricting parking on the southerly side of Matthies Street, from McKay Street
fifty (50) feet westerly. We have monitored this restriction and we are recommending this ordinance be amended to
cover both sides of Matthies Street for fifty (50) feet. We feel there is a safety problem by allowing parking on one
side, either side, as vehicles turning off McKay Street cannot complete the turn with a vehicle parked on Matthies
Street and another vehicle coming down Matthies Street to turn onto McKay Street. There is simply not sufficient room
for the two vehicles to pass by each other, leaving the vehicle on McKay Street in danger of being struck in the rear.
Please take the necessary actio to amend City of Bevedy Revised Ordinances, Chapter 14, Section 120 as follows:
Delete: "Matthies Street, southerly side, from McKay Street fifty feet (50"} westerly."
