I realize that you are in the process of reviewing the Capital
Expenditure Plan. It is my hope that from that process will emerge
general consensus on projects and priorities. There are, however,
several projects on which rapid action would be desirable.
I, therefore, ask for your immediate consideration of the
following:
The Capital Expenditure Plan includes $500,000 in FY 1999
for drainage studies. I wish to have your immediate
approval to free up $150,000 of funds to study the Ward
IV and Ward VI issues at Lawrence Brook and Chubbs Brook

respectively. We have already let a contract from
existing budgeted funds regarding Chase Street.
The Edwards School has need for window replacement. The
Building Commission, the School Administration and I have
all supported the project. The School System will make
available to the project $60,000 leaving an expected
balance of $150,000. In order for the windows to be
replaced this summer funds must be made available very
soon.
The McKay School will remain the property of the City
long term. In order to protect this building from the
destructive influence of water penetration and alternate
freezing and thawing, as occurred in the case of the
Washington-Beadle building, it is imperative that the
windows and exterior of the building be repaired at an
estimated cost of $600,000. A specification for the work
to be done on Edwards and McKay is in progress at this
time. Work should be done in the summer of 1998.
Bidding the two jobs as a package may offer a cost
advantage to the City.

In recent years we have funded a Household Hazardous Waste
Collection Day. Because the current year's budget was very tight,
a Hazardous Waste Collection Day was not included. It was
understood at the time of building the budget that a transfer from
the Reserve for Unforeseen Account would be made if that were
possible.
I hereby request a transfer of Twenty-Six Thousand Dollars
($26,000) to account "Household Hazardous Waste Cleanup' (14152 -
53427) in the Engineering Department Sanitation Services from
account "Reserve for Unforeseen Expenditures." Said sum of money
to be expended under the direction of the Hazardous Waste
Commission.
The Committee on Hazardous Waste has scheduled a collection day for
Saturday, April 18. The City has been well served by holding these
events, and our experience is that held annually, the buildup of
household hazardous waste is kept manageable.

You recently approved $30,000 for architectural and engineering
services required to make City Hall handicapped accessible. You
may know that $100,000 is available to the City as a grant to help
with this project. Total costs are expected to be $270,000 leaving
a balance of $140,000 which I recommend be transferred from the
Reserve for Unforeseen Expenditures to allow the project to
proceed.
It would be unfortunate, I believe, to make these changes and not
consider other City Hall related issues. For some months the
various department heads located in this building have been
discussing space issues. Attached is a report from John Dunn
regarding their conclusions.
These changes should improve productivity and allow for necessary
facilities such as a lunchroom in City Hall. In addition certain
needs such as private offices within which to hold purchasing
discussion and human resources discussions will be created.
Also addressed are certain requests which have been made regarding
Council Chambers.
Because City Hall is so overcrowded the request includes the lease
of some space across Cabot Street which would house certain City
Hall functions for a three-year period, namely Community
Development and Municipal Inspections.
In order to complete all the desired changes the expenditure of
$35,500 currently contained in the budget and the sum of $44,000 to
be added to the $140,000 described earlier in this note will be
required.
I hereby request a transfer of One Hundred Eighty-Four Thousand
Dollars ($184,000) to account "City Hall Renovations" from account
"Reserve for Unforeseen Expenditures."
Said sum of money to be expended under the direction of the
Municipal Inspector, Timothy Brennan.
