2001-04-03CABLE TV ADVISORY COMMISSION
City of Beverly, Massachusetts
Al Torsey, chairman; Dan Murphy, Amy Siemasko, Robert Lee,
Arthur Crandall, George Johnson
Meeting of April 3, 2001
Beverly Public Library, 8 a.m.
Present: Dan Murphy, Arthur Crandall, Amy Siemasko, Robert Lee
Absent: Al Torsey, George Johnson
Also attending: William August, Esq., Attorney at Law, Epstein & August, Boston;
Tom Scully, Director of Community Services; Jane Lyman for AT&T Broadband
Members reviewed final details of a proposed renewal of the AT&T Broadband license
with the City of Beverly to operate a cable television system.
Lyman provided members with an inventory list of Beverly-only video equipment located
at the broadcast studio on Tozer Road. She said it could be sighted and inventoried by
commission members or representatives at any time.
She said the projected date for completion of a new fiber optic I-Net system in Beverly
would be February of 2003. The date is delayed because of a shortage of fiber for a time that
resulted in a backlog of installations.
Lyman said the completed document would be reviewed by AT&T Broadband officials
but that she anticipated no substantive changes. She suggested action soon to file documentation
to establish an Access Corp. as agreed because such an enterprise must be ready in order to
proceed with other details.
A general discussion ensued concerning the parameters and make-up of a new I-Net fiber
optic system. Tom Scully said certain sites would be evaluated as to their importance to the
network as opposed to the cost of linking them. Lyman said her company was anxious to
construct a quality system that would ensure good service and transmission.
Atty. August suggested that the deadline of May 2002 for establishment of an Access
Corp. be made more flexible by the addition of a 6-months extension if requested by the Issuing
Authority.
Lyman asked that such language be prepared for review.
Members reviewed the description of a BFN Institutional Network (I-Net) and will await
further review by Ron Baker, vice president of AT&T Broadband technology.
(The next meeting of CAC will be Tuesday, April 10 at 8 a.m. at Beverly Public Library)
