Board members present: Frank Carbone Jr. MD, Joseph W. Walsh, Jr. and William J. Alpine, Jr.

Others present: William Burke, Director of Public Health and Joyce Redford, North Shore Tobacco
Collaborative, Joe Vinard, Saugus Board Chairman, Ms. Marianne O’Connor, Lynn Health Director
and Michael Donovan, Director of Inspectional Services.

Chairman Carbone opened the meeting at 7 p.m. He welcomed members from Lynn and Saugus and
expressed gratitude for attending. This was the first time anyone has attended from Lynn, so Chairman
Carbone explained that the original purpose of the regional meetings was to share the pros and cons facing
other communities when we were doing regulations on ‘no smoking’.
Lynn ‘s goal is to go smoke-free by July 5, 2004.
Saugus representative shared their experience recently with cases of Giardia stemming from pet stores via
‘puppy mills’.
Due to the increase in Bio-tech labs, the Board has found it necessary to update the regulations for
Recombinant DNA. Many questions came up, how do we set criteria for new regulations, are there ‘model
programs’ and what have other communities done? Mr. Burke is looking at regulations from Lexington.
Joyce Redford, North Shore Tobacco Collaborative gave an update on ETS /Youth Access Regulation and
control in the area.
The date of next meeting will be announced.
Meeting came to close at 8:00 pm.
