Meeting Minutes &Actions: Called to order at 6:05pm, adjourned at 8pm
1. Present: Lisa Chandler, Paul Gentile, John Hersey, Jennifer Plowden, Jared Porter,
Jonathan Salt and Carl Kooyoomjian.
2. Introductions of people present, residents and BPAC members.
3. Approved meeting minutes of July 11, 2024 meeting.
4. Reviewed feedback from City Councilors and the Mayor on direction and priorities: Data
driven approach on bicyclist and pedestrian incidents, paving plan & bike map integration
and formal review via walk audits is appreciated and supported.
5. Action update: Lisa Chandler and Jonathan Salt reviewed the three year paving plan and
integration of the city bike map. Discussed where signage and paint on pavement
independent of paving is appropriate. Discussion on full bike map implementation over
three years.
6. Action update: Jared Porter reviewed current state analysis of 2020-2023 bicyclist and
pedestrian incident data. Discussion on likely next steps to refine analysis and work on
improving incident reporting, also include 2024 data for ongoing analysis.
7. Action update: Carl Kooyoomjian went thru the Walk Audit 2025 program approach and
target timing. Discussion of multi community training seminar hosted in Beverly and
conducted by Walk Massachusetts in January. Noted Mayor's desire to participate in audits
and importance of active councilor engagement.
8. Next steps... integration of incident data to inform priorities on bicycle infrastructure and
walk audit locations... Action: Jared Porter, Jonathan Salt and Lisa Chandler on bicycle
infrastructure and Jared Porter, John Hersey and Carl Kooyoomjian on walk audit locations.
9. Action Update: Paul Gentile went thru Vision Zero as a directional approach for Beverly, to
rethink roadway approach from motor vehicle thru put to zero roadway fatalities/ incidents.
Discussion on pedestrian way shopping area on Cabot Street as a future possibility, pitfalls
and benefits. Economic and quality of life considerations were discussed. Important to
broaden the conversation and understand choices the City has in this area.
10. Action Update: Jennifer Plowden went thru the economic implications of bicyclist and
pedestrian infrastructure and what was learned in other communities.
11. Next steps: Paul Gentile and Jennifer Plowden to collaborate on putting together an
economic and quality of life framework on expanded bicycle and pedestrian infrastructure.
12. Action Item: City Council update and presentation of 2 December 2024 ... we will provide a
BPAC action status report for inclusion in the Councilor's package by November 25 to the
clerk's office. A visual presentation of incident data , paving plan and bike map
implementation will be made. The walk audit program and the economic framework &
future vision will be brief discussion points. Carl Kooyoomjian to follow up on details.
