Julie Flowers,City Council President,called the meeting to order at 7:03pm.Assistant City Clerk,Kathleen
Dupont,took attendance by roll call.
Members Present: Julie Flowers, Hannah Bowen, Brendan Sweeney, Todd Rotondo, Danielle Spang,
Steven Crowley, Scott Houseman, Kathleen Feldman, Matthew St. Hilaire
Members Absent:None
Also Present:Mayor Cahill,City Solicitor Stephanie Williams,Assistant City Solicitor Jesse Dole,Finance
Director Bryant Ayles,Budget Management Analyst Gerry Perry
Councilor Crowley led the pledge of allegiance. A moment of silence was held for John Cassola, retired
Police Chief for the City of Beverly,who passed away recently.
Resolutions:
Mayor Cahill and President Flowers started the meeting with a Mayoral Proclamation for Jonah Bellew,
who quickly gave life-saving aid by performing the Heimlich maneuver to save someone's life. Mayor
Cahill's proclamation declared February Yd,2025,as Jonah Bellew Day in the City of Beverly.
A motion for a brief recess was made and seconded. A vote was taken, and motion carried (9-0). The
Council recessed at 7:09pm and was called back to order by President Flowers at 7:15prn.
Presentations,.Awards and Memorials:
Jessica Kagle,Director of Kestrel Education Adventures.
This presentation was cancelled at the request of the speaker.
Comments by Citizens:
Dr. Michael Sperber, 15 Ives Street, addressed the Council about the"No loitering" sign at the Gazebo in
Beverly Commons and homelessness.
Emily Hutchins,68 Essex Street,spoke in support of Order#040.
Public Hearings:
Order #034 - 7:30pm - Request for a budget transfer of$218,000 from the FY25 Reserve for Collective
Bargaining 11324/57810 into Police Department budget as a result of recently agreed upon Beverly Police
Patrolman contract.
President Flowers opened the Public Hearing at 7:30pm. Finance Director Ayles and Budget Management
Analyst Perry addressed the Council about the order.No members of the public were in attendance to speak on
this matter.President Flowers closed the Public Hearing at 7:43pm and referred the order to the Committee on
Finance and Property.
Order 0035-7:45pm-Request for a budget transfer of$115,750 into various municipal department budgets
to fund costs with the recently settled contract between the City of Beverly and the Beverly Municipal
Employees Association.
President Flowers opened the Public Hearing at 7:45prn. Finance Director Ayles and Budget Management
Analyst Perry addressed the Council. No members of the public were in attendance to speak on this matter.
President Flowers closed the Public Hearing at 7:50pm and referred the order to the Committee on Finance and
Property.
