Julie Flowers, City Council President, called the meeting to order at 7:02pm. City Clerk, Lisa Kent, took
attendance by roll call.
Members Present: Julie Flowers, Hannah Bowen, Brendan Sweeney, Todd Rotondo, Danielle Spang,
Steven Crowley, Scott Houseman,Kathleen Feldman,Matthew St. Hilaire
Members Absent: None
Also Present: Director of Grants Catherine Barrett, Gerry Perry Budget Management Analyst, Purchasing
Agent David Gelineau, Harbormaster Peter Dickman, Finance Director Bryant Ayles, Assistant Solicitor
Jesse Dole, Sustainability Director Erina Keefe
Councilor Rotondo led the pledge of allegiance.
Presentations,Awards and Memorials:
Paul Earl,Harbor Management Report
Chair of the Harbor Management Authority, Paul Earl, addressed the Council to give their report. He
highlighted projects at Glover Warf Marina such as the installation of a windsock,re-planking of the pier,
a knot tying exhibit, replacement of benches at the public pier, and beautification of the area. The Marina
has begun charging people to be on the waiting list, increasing their survey among customers for input,
charging for electricity usage, and continuing the automated data collection. The Harbor Management
Authority continues to work closely with the Harbor Master Department providing financial support in
2024 and they also provide letters of support for grant applications while matching city contributions 50/50
most of the time. Earl mentioned the Harbor Fest will take place on Sunday, September 71, 2025, from
1:00pm to 5:00pm at Lynch Park.
A motion to recess was made and seconded, A vote was taken, and motion carried (9-0). The Council
recessed at 7:19pm. President Flowers called the meeting back to order at 7:21pm.
Clean Energy Committee
Jordan Stutt Chair of the Clean Energy Advisory Committee and Dylan Patel from the Department of
Energy Resources presented a PowerPoint to the Council which was a proposal for the acceptance of the
Specialized Energy Code. They explained what the Specialized Energy Code is, why they recommend
adoption, current building emissions,affordable and efficient housing, and implementation of the code.
Public Hearings:
Order#375-7:35pm-National Grid-To install 1 JO pole on River Street.
President Flowers opened the public hearing at 7:41pm. Michael Kazadi, 44 River Street, spoke as
representation for National Grid. No members of the public came to speak on this matter. President Flowers
closed the hearing at 7:44pm and referred the matter to the Public Services Committee.
Order #353 — 7:45pm - A transfer request of$350,000 from the Golf and Tennis Enterprise Account's
undesignated fund balance upon certification into a capital project fund to pay costs associated with planned
course improvements.
President Flowers opened the public hearing at 7:45pm.Bryant Ayles,Finance Director,clarified that this order
is a request to transfer funds from the earnings of the Golf and Tennis enterprise fund to the capital project fund
to cover the costs associated with the projects to be discussed during this public hearing.Ayles also mentioned
that the enterprise funds are specially designated funds that are funded through fees received through the
operation of the department, in this case the Golf Course revenue. Chair of the Golf and Tennis Commission,
William Lowd, addressed the Council and presented photos with remarks about the Club. He discussed
improvements the Commission is looking to make such as improving the 181 hole and fairway for golfers.
Arthur Athanas, member of the Golf and Tennis Commission, spoke next to show pictures and explain the
situation with a topographical map of the 18' hole previously mentioned by Lowd. Gerry Perry, Budget
Management Analyst, expressed his support for the order. No members of the public came to speak on this
matter. President Flowers closed at 8:04pm and referred the order to the Committee on Finance and Property.
Late File—Order#376—8:15pm-Transfer request of$128,500 from the Reserve for Union Negotiations
11324/57810 into the Police Department as a result of the recently agreed upon superior officer's contract,
President Flowers opened the public hearing at 8:14pm. Bryant Ayles and Gerry Perry addressed the
Council to summarize and express their support for the matter. President Flowers closed public hearing at
8;20pm and referred the matter to the Finance and Property Committee.
