Opening Remarks:
Bill Lowd called the meeting to order and welcomed everyone. Bill acknowledged the ZOOM
platform:
Pursuant to Governor Baker's March 12, 2020, Order Suspending Certain Provisions of the
Open Meeting Law, G.L. c. 30A, §18, and the Governor's
March 23, 2020, Order imposing strict limitation on the number of people that may gather in
one place, this meeting of the Beverly Golf and Tennis Commission will be conducted via
remote participation to the greatest extent possible. No in-person attendance of members of
the public will be available, but every effort will be made to ensure that the public can
adequately access the proceedings in real time,via technological means. In the event that we
are unable to do so, despite best efforts, we will post on the City's website an audio or video
recording, transcript, or other comprehensive record of proceedings as soon as possible after
the meeting.
Review the Nvember minutes; advised that two pages were in the wrong order, but all the
information was there.
Martin Lawler: Motion to approve the minutes of November 10, 2020. Andy
Cooper seconded. The motion carries (6-0).
Financial Update:
All bills have been submitted for payment. As of now, we have$60K available in the budget.
BG&T Site Pi•o_iects/Status/Discussion & Updates:
XGD (Pending prevailing wages) hole 42 will be the first in ball of 2021,holes 4,5,6,17 follow
Other highlights include new quote through June 2021 for Rain Bird, DPG Landscaping was
secured for 5 days @ 3K total.
MOU Extension:
The extension will be until 10/21. Bill Discussed the project and milestone schedule.
MAAB Items:
Sean Ciancarelli advised on the door opener issue. When the button on the door is pushed, the
door fully extends, but after 15 seconds it will try to close itself due to a magnet(installed by
code)that catches the door to keep it open. He discussed with the building and fire departments
and a few more things need to be done to ensure it works as a fire door. There needs to be an
open button on the push button, and the magnet removed. He has not been able to connect with
MAAB on this to advise them.
Maintenance Building:
Sean Ciancarelli also advised that EJ Paving came up with a solution to deal with the water at the
door to the building; they will regrade it and repave. This will be done soon.
BSC Contract:
The BSC Contract was signed at the time of this meeting. Susan McArthur, the interface with
BSC will send a draft letter to the Conservation Commission. It took three months for the BSC
contact to sign the contract. BSC manager finally came to City Hall and signed it there. The
Conservation Commission will call for a public meeting on this in January. There will be a
package put together for the Commission to review. The pictures were reviewed in the packet
Bill sent, which note the wetland vegetation adjacent to Fairway#11, the view of the footbridge
over the Bass River adjacent to the wetland vegetation, the view of the vegetation facing north
towards the clubhouse, and the tall shrubs at the 12'J'fairway, a total of 4 pictures. A Con Com
Representative had done a prior visit to see what needed to be done with the vegetation. Once the
meeting is held and we receive approval and the go ahead. We don't think the Commission will
be against it; they understand the whole objective is to get to the metal/concrete chamber in the
middle and to get it cleared out to move the water. Repairs also need to be made.
Reviewed the handout of the Beverly Golf and Tennis Vegetation Management Plan. Steve
Murphy and Chris Carter advised that some of the work may be done in January/February, but
most of it can't be worked on right now,the area needs to be frozen. Hopeful to start it in some
small way without equipment. Chris Carter says the top of the box structure is disintegrated and
will need a new metal top. The work will include getting it all cleared out, in addition to a new
grid to the top.
Bill Lowd advised that Susan.McArthur and Jenna P. (city environmental planner) are in
agreement on the work and what needs to be done. Will need results of con corn meeting in
January before strating the work.
Other:
Rain Bird—came back with a proposal of until the end of June. Then in July, with new funding,
we will opt for the 3-year plan. Steve Murphy worked this out. Regarding DPG Landscaping,
David Gelineau negotiated them to do the work over a 5 day period.
Chris Carter also advised he thinks the BSC will not bill us all at once, it will be pieced.
Martin Lawler added we need a quote for work on the tennis courts resurfacing, for the budget.
Golf Updates_:_
GFMI:
Chris Carter advised we had another great month of rounds, a solid month in November. Ended
the season with the highest rounds in Beverly for GFMI. We had lots of great people; great
weather, and ended with a positive year for existing and new members. We picked up 30-35
new members, and the course was packed. It was hard to manage with the mask mandates but
overall it worked. Revenue was down with the pro shop, but as previously explained it was hard
to get products. The 19' hole revenue was not bad given COVID, and having to operate mainly
outside. The revenue for functions was very low given COVID and the requirements for small
functions only. There were no large functions in the hall.
Mike Lapierre had a great year and success with the tennis season.
Andy Cooper did note that he found it astounding that when the 19'h hole was open inside how
close people were to each other,though Chris Carter noted we were not violating any of the
rules. He advised they wrapped up the season by opening up the facility on 12/4 as a last hurrah
and sendoff.
Kevin Ascolillo noted GFMI did a great job, and thought it was incredible that we ended the
season with$124K in revenue in the pub. Chris Carter advised that with not much going on, and
nothing else to do after golf,people stayed over and socialized. Chris Carter thanked all for the
maintenance yard, said it looks great and working functionally as planned.
Andy Cooper asked if we will be able to do the greens next year. October is the timeframe to do
the greens, the nursery will be ready. Mungeam will do the final design and we hope to use it for
the following year. There was mention to increase the golf course improvement budget because
we know we have the greens project coming up. The commission agreed to keep this item/issue
open on the agenda. Bill will ask for a quote for hole 1project, we have the estimate fiom XGD,
and can include these in the FY22 budget planning.
Golf Memebershi Rates - 2021
Chris Carter had a handout on the rates for 2020 and proposed rates for 2021to compare. He
proposed an increase of$100 per membership; it has been ten years since it's been done. Given
the good year we had, he thinks we should try to do it across the board. Green fee increases last
year was one dollar.
Chris stated the driving force for this increase is due to the minimum wage increase which is
going up every year. The increase would apply to everyone. Chad Crandall asked the question of
how we came up with the amount of the increase in a pandemic. He thinks we really need to look
at it given the timing. Arthur Anasthas did not agree when you look at the number of rounds
revenue, and that we haven't gone up in ten years. Kevin Ascolillo also agreed with Chris Carter
who has to work with the low wage employees. Martin Lawler thought there should be a
difference between residents and non-residents. Chris Carter advised he'd like to open with a
plan for next April. Bill Lowd advised that the City Council will also want to know why the
increase and we'Il need to be ready with an answer. Andy Cooper suggested we draft a letter for
the council that addresses the minimum wage, the non-increase in ten years, and why we should

do it now versus later. Chad Crandall wants to take more time to work on this; all were not
adverse to the idea, and decided to table the subject until the next meeting. We will all have to
agree on the dues amount that we arrive at.
