Hybrid meeting,welcoming Rand online. Approval of Minutes Simon provided one edit to clarify Beverly Golf and Tennis Club is a semi-private, open to the public facility. Rotondo motions to approve the amended October 19, 2022 minutes. Seconded by Herman. The motion carried 9-0 (Roll Call: Flaherty-yes,Herman-yes,Lane-yes,Rand-yes, Rotondo-yes, Simon-yes, Spang-yes, Suminsby-yes, Earl-yes). Financials Report Earl reports that the reserve fund rose to $556k Iast month. Recreational marina contracts will go out in the end of December or early January. Rotondo asked whether BHMA pays engineering fees, and Earl confirmed Milo has submitted invoices previously. BHMA pays for a portion of Ciancarelli's salary as well. Vice Chair change Earl confirmed Flaherty will remain on BHMA,but prefers to step down as Vice Chair. Earl thanks Flaherty to date for all of her work on the Bass River Cleanup, Congress St initiative, signage projects, and for running meetings in his absence. Earl welcomes nominations from the floor for a Vice Chair: Flaherty nominates Spang; seconded by Rotondo. Discussion ensues. Harbormaster Update Dickman could not attend tonight's meeting because he is at the North Shore Harbormasters Meeting in Gloucester. Earl provides his update in absentia; Dickman is working with Gelineau and Ayles to acquire the new pump boat,working through the City's required approvals. Callaghan confirmed that is great news, because it will ensure adequate pump-out facilities. Earl confirmed there is another pump-out station, and the city may work with Jubilee Yacht Club to install it at the end of their fuel docks facing towards the bridge which would be a great community contribution from a private organization.. Page 2 of 2 Harbor Management Authority Minutes of November 30, 2022 Meeting Kayak Racks Earl asks about any lead time that may be required to order the racks, and Suminsby confirmed last year's delays were primarily for parts (rubber fittings). The draft Request for Determination of Applicability with Conservation Committee was submitted to the City for its internal approvals about a month ago. After it is approved by the Solicitor's Office, Planning Department, and Finance Department, it will go to the Mayor's Office and then can be submitted to the Conservation Committee. The kayak rack waiting list has about 80 applications. Pier Interactive Activity Project Spang confirmed that she and Earl attended the Beverly Cultural Council's question and answer session for this round's applicants, and it seemed to go well. The BCC should notify applicants by February 2023 of their decisions. CPC Grant for Ferry Way Landing Earl shared that the Beverly Community Preservation Committee deemed the project eligible to submit a full application. The BCPC did note that confirmation of ownership of the property and confirmation of a recreational restriction on the property will need to be included with a full application. Spang will follow-up with the Solicitor's Office regarding those questions, Earl will meet with the mayor to discuss the project in greater detail, and then he would like to reach out to Historic Beverly for help with the content for the maritime heritage kiosks, and numerous groups for letters of support. Commercial Hoist—Traininy-C©ntract/Exyaand Use Rand advised that she forwarded an email with this update in advance of the meeting, and Dickman's research confirms the new hoist sill not require the same level of licensure originally expected. He is confirming that a few people in the Harbormaster's Office are licensed, and that should cover on-site needs. Dickman will retain records in the office showing who is licensed. Falco Project Earl distributed the application for review, and continues meeting with Falco regularly. Dickman also spoke with him about possibly using Dockwa separately for this season. Studies show people who visit by water spend up to six times more money on land than on the moorings. Rotondo asked whether Falco's data can show how many boats travel in and out of the harbor, and Earl confirmed it does and he can provide the files for review. Part of the grant application would be for resources to analyze the data, and help visualize the data to optimize which durations to offer(30-minute, I-hour,2-hour tie-ups, etc.). Flaherty recognized it would be great if Falco and Dockwa could integrate so people need not manually enter availabilities, and Earl confirmed those discussions have started and Falco is also talking with Snag a Slip as well. Lane notes another advantage to Dockwa is their marketing share and reaching over 100,000 boats in New England. Earl confirms Falco continues to manage the Glover Wharf Application, and hopes to meet with Planning Director Wynne early next year to discuss this in greater detail from a planning perspective as well as Commission Collins for the engineering perspective. Earl requests BHMA members review the draft application before the January meeting. Page 2 of 2 Harbor Management Authority Minutes of November 30, 2022 Meeting Commercial Floats—ladders for safety? Earl forwarded Dickman's email inquiry about this to members in advance of the meeting. Earl agrees safety is always paramount and he supports the suggestion. Members discuss logistics to ensure sufficient funds to cover purchasing, installing, and maintaining the ladders. Flaherty noted she had similar safety concerns on the transient float the other day as well. Rotondo moved for Dickman to examine the recreational, commercial, and transient floats to develop a proposal with the cost to purchase, install, and maintain the ladders for BHMA's review hopefully in the January 2023 meeting. Chapter 91 Licenses Spang confirmed there are no new licenses or applications for review. Birarelli Public Access Rotondo had no new updates,we are still waiting to hear from Mass DEP. Spang will ask Neuman for any other insights on following up with Mass DEP. Float Expansion Feasibility Grant Earl and Lane confirmed the city should have a draft of the study in the first week of December. Commercial Hoist Construction Grant The request for bids-should go out soon, GZA, Gelineau and Engineering are working to finalize it. Ciancarelli said the most recent timeline is absent of any flounder restrictions, and the project should be completed before the end of April. GZA corporate has made some changes that are slowing down their internal processes, and hopefully the bid language will be ready soon. Pier Planks Replacement Grant Ciancarelli is waiting to hear, but after grant approval it would be a spring project. The quoted price for$210 per plank may fluctuate, and lead times can change as well Commercial Float-fee restructuring Spang shared that Asst. Solicitor Dole advised that legally there is nothing preventing BHMA from setting variable rates for commercial leases, and he again inquired whether other marinas have set similar variable rates. Suminsby noted logistical concerns from the last conversation about variable rates, and suggested having a policy where full-time fishing people are given priority on the commercial waitlist instead of bifurcating rates. If the goal is to keep the marina full, and support the local commercial fishing industry, giving them priority on the waitlist may help achieve both goals. Earl inquired about the current waitlist, and Ciancarelli estimated maybe 10 boats are commercial fishing/towing out of 24 boats total. Flaherty asked about the origins of these ideas, and members recognized that there are less commercial fishing boats at the marina than before. While the reasons are many, BHMA policies can impact some barriers to entry for people thinking about entering the commercial fishing industry. Earl noted part of the intent for the commercial side of the municipal marina is to service the fishing industry. Page 2 of 2 Harbor Management Authority Minutes of November 30,2022 Meeting Rotondo noted that even part-time fishing people can still rely on the income, including people who operate part-time charter boats. Members discussed logistical concerns about reviewing applicants' proof of income documentation, and inquired whether there are any designations between how different types of boats are licensed by the state to help delineate levels. Earl suggests inviting the commercial slip-holders to a BHMA meeting to hear their input into these questions and to inquire how BHMA can support the local commercial fishing industry. Ciancarelli confirmed next year's contracts will go out in late April or early May, and he is able to invite the slip-holders to an upcoming meeting. Flaherty asks whether BHMA can propose a policy whereby 50%of the commercial slips are maintained by working fishing industry boats, or some other percentage. Earl asked the working group (Suminsby,Simon and Spang) to develop a one-page summary to focus the discussion and solicit feedback at the next meeting. Facilities Recreational Rates are posted, and Ciancarelli will send out renewals in late December or early January. Ciancarelli is working down the waitlist to fill a few openings, and is confident it will be full for next season. Other Proposed Initiatives Earl welcomed feedback on any of the other proposed initiatives from the second page of the agenda. • Dredging Bass River: Callaghan inquired whether the city is interested in partnering with the company planning to dredge part of the Salem Harbor, and Earl believes they do not. Commissioner Collins is still working on the CAD Cell plans,but there are no updates yet. Callaghan asked whether BHMA should vocalize any concerns about when the Salem Sound is once again an active port, and Simon did not remember issues in years past when it was active with coal ships before. Earl may reach out to the Salem Waterfront Committee to open a line of communication with BHMA. Members suggest a Rules of the Sea program for the public and boaters may help. • BHMA Holiday Party: Earl obtained members' availability for the annual holiday party to be at Jubilee Yacht Club on Tuesday,December 13' from 6:30-9pm.
