19 1. Call to Order

21 Chair Beckwith called the meeting to order at 7:00 p.m. and announces that this is a committee
22 meeting of the CPC being held remote and in-person conducts a roll call. Buchsbaum —here

26 2. Consultation and Q&A with the CPC— no public comment was received

28 3. CPA Funding Round 12

30 The Committee reviewed its September Public Hearing on the launch of the grant funding round.
31 It was suggested for next year to reorganize the slide deck on the presentation including having
32 the map (locating past projects) earlier in the presentation and maybe if a different design so that
33 it is a little clearer to the reader(e.g., create two slides). Also, as a follow up to the public
34 hearing, the ideas generated during public comment period could be summarized in a letter from
35 the Chair to the Mayor (copying Ward Councilors) and City Department Heads. There was also a
36 suggestion to increase the amount of advertising of the grant funding both using social media and
37 by creating a digital slide for the Library and Bev Cam, and a physical poster to be placed on
38 City bulletin boards, schools, Beverly Farms and Prides Crossing. There was also discussion
39 about having the CPA Coordinator follow up with an email reminding potential applicants of the
40 upcoming Round 12 deadline for pre-applications on 10/10/24 at noon. The Chair offered to
41 recap the recommendations for the file for next year.

46 The Chair indicated that he has spoken with Andrea Beaudry from the Girdler House on
47 applying for an Out of Cycle grant for the generator project under Historic Preservation.
48 Discussion continued about the Out of Cycle grant application process. There was also
49 discussion about what happened with the Girdler House and the letter from the City Solicitor.
50 The Chair addressed the questions and how to avoid any future similar issues, including how to
51 work with the City Solicitors office. There was discussion regarding how projects are vetted
52 prior to the full process. Checking with the City Solicitor was one step that was discussed at the
53 pre-application stage to verify eligibility, so this doesn't happen again.

55 The Committee discussed greater coordination between the Committee and the Planning
56 Department to make sure everyone is on the same page through the process. It was agreed that
57 any information (communication)with the applicant(by staff)be cleared through the CPC Chair
58 first.

60 The subcommittee finalized the review process for applications to be vetted for the Round 11
61 Habitat for Humanity grant so that if it is a simple application staff can decide but if more
62 complex than the subcommittee will be involved.
