DRB 6-12-24 City of Beverly Design Review Board June 1.2, 2024 Meeting Minutes Page 1 of 8 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: City of Beverly Design Review Board DATE: June 12, 2024 LOCATION: Beverly City Hall, 191 Cabot Street, 3"Floor, Conference Room A MEMBERS PRESENT: Chair Jon Ouellette, Ellen Flannery, Associate Planner Jared Contrada, Michael Barone MEMBERS ABSENT: Wendy Pearl, Vice-Chair Rachel Poor STAFF PRESENT: RECORDER: Kathryn Horrigan Chair Ouellette calls the meeting to order at 6:01 p.m. Before the first applicant enters the room the Board discusses comments about the first sign. Traditionally signage acts as if there is a box around the entire sign. If the BEV CAM sign is measured using this context it comes out to 36.8 square feet. The limit for signage is 20. Measuring the signage as a circle comes out to 21 square feet, which means the sign will potentially need to be reduced. If the signage was reduced based off of the box signage measurement the design would need to be reduced by 16.8 square feet. The potential solution would be to reduce the size of the circle. If the design is measured as a circle the whole thing is less than 20 square feet May potentially need to go to ZBA to find out if this sign is compliant. If the Bev Cam Circle is relocated to the window could this be a potential solution to the over 20 feet compliance issue. This is blocking a large proton of the facade of the building and the original architecture. They are unable to shift the signage down, hence the mockup placement of the sign. A potential proposal would be to shrink the signage down. Is there a need to have the "downtown"wordage on the sign, or if that is removed could they move forward with the design. If the Downtown is striked could the sign fit better. The letter size and color can be changed to shift the feel of the sign. 1. Applications: a. Metro Sign & Awning 170 Lorum Street Tewksbury, MA 01826 Sign: BEV CAM 261 Cabot Street 6:10 pm the BEV CAM Team enters the room which consists of Tabitha Leverone, Patti Rossetti, and Bob Chapman the Director of BEV CAM. 1 City of Beverly Design Review Board June 12, 2024 Meeting Minutes Page 2 of S Leverone addresses the Board, and states that the team is doing an internally illuminated logo, individually mounted raceway letters, channel mounted. They will be keeping the same footprint as the previous tenant. They are using four inch deep individually mounted letters on raceways (which will match the brick color). They will be using the BEV CAM corporate colors. The bricks where the sign will be are set into the wall, a staggered raceway will be used to keep the letters and entirety of the sign flush. The box letters that are used in the sign are on a fabricated metal raceway that will be painted to match the building. One is set out slightly further than the other to keep them flush.The letters will be white and illuminated, similar to Delphine's. Chapman discusses why the"Downtown" text is being used in the sign. The Downtown mission is to separate it from the Beverly High School location. A small podcast studio will be built at the new location, Bob's office will be there, as well as equipment sign out. Ouellette mentions the concern regarding the brightness of the lights. He asks if there is a potential to dim the brightness of the white illuminated lettering. A dimmer can be used on the sign to adjust the brightness. The designers will be recovering the awning with colors that match the BEV CAM logo. This helps to balance out the larger and brighter sign that is being created. Barone asks if there is capacity to move the sign down a portion to show the stepped feature in the brick that is included in the architecture. The area that the team is working with is inset about 12 inches and they are right at that limit with the raceway design that they have. They do not want the sign to look bottom heavy. The largest section would be the 34 inch logo, if the circle is moved down it would allow for more of the brick to be exposed. There is a piece of wood near the lower part of the signage space. The team is okay with dropping the signage down a bit to expose more of the upper brick. The two raceways can lead to a more difficult configuration. If the signage is moved down it could accomplish the display of the architecture that the board is looking to see. The entire raceway portion and signage as a unit could be moved down to facilitate the display of the brick. The Board would like to see the new signage married a bit more with Delphine's business signage. The Board mentions that the sign is not in compliance with the square footage. The team mentions that they are aware of this, and if you calculate off of a circle design they are technically under the 20 square foot compliance. The next step would be for the team to go to the Municipal Inspector to check in on this design. The Board can't make the call but they can make a note in the recommendation letter. The Municipal Inspector will have to be the one to enforce the proportions of the signage. Leverone mentions it does not say 20 square feet in the ordinance or how to calculate that number. The 19 square feet will be shown in the new design and the circular measurement will be taken into consideration. They may be moved along to the Board of Appeals. The Board will make a note about the measurements and that they are in agreement on the circle measurement. They may need to tweak the sign to conform by reducing it a bit. There is a negative space in the square footage that is not being shown. They may want to submit in person 2 City of Beverly Design Review Board June 12,2024 Meeting Minutes Page 3 of 8 as a way to mitigate push back. The BEV CAM design team will be lowering the entire design, based off of the bottom of the circle. Barone: Motion that the Board recommend the design as presented with the following conditions: 1. Install a dimmer so as to reduce the intensity of the lighting in the evening. 2. Lowering the bottom profile of the circular portion of the sign so as to be aligned with the bottom portion of the brick facade so that the two planes are level. Ouellette Seconds. Motion passes (4-0). b. Poyant Signs c/o Jenn Robichaud 125 Samuel Barnet Blvd. New Bedford, MA 02745 Sign: Dunkin' 407 Cabot Street 6:33pm William Gavigan joins the Board to discuss the new signage for Dunkin on 407 Cabot Street which will have anew look. He mentions that a few signs with the new branding have been placed around town. Their signage will no longer have"Donuts" in the text, and will now be branded as just"Dunkin". Contractually franchises will need to rebrand to match the new image of Dunkin global rebrand. This happens around every ten years. The main difference is that the old sign was a cloud sign that was a bit cheaper,which was basically a big channel letter with contained fins. They will be refacing the new signs and keeping them the same size that they previously were. The new standard wall sign will be individual channel letters that look to meet the new codes. This is the larger of the two Dunkin signs that are being updated. They will swap out the two signs, and are in compliance with zoning. The building is framed off to have the channel letters fit perfectly within the space, The pylon sign will also be updated. Most of these signs are vacuum formed, with the outside being pan formed to allow the letters to pop out. The new sign will have the pop-out letters. The sign on the building is made up of individual letters and are each individually lit. The apostrophe is acting as the seventh letter, with seven electrical whips inside on the panel. They will be cleaning and remodeling the facade of the business before the new sign is put up. The building will be prepped in advance. The brand is taking care to transition nicely. Ouellette: Motion to approve the signage for Dunkin, 407 Cabot Street as presented. For two building wall signs and directory signs to replace existing signs at the same location. Seconded by Contrada. Motion carries (4-0). c. Poyant Signs c/o Jenn Robichaud, 125 Samuel Barnet Blvd. New Bedford, MA 02745. Sign: Dunkin',443 Essex Street. 3 City of Beverly Design Review Board June 12, 2024 Meeting Minutes Page 4 of 8 William Gavigan joins the Board to discuss the new signage for Dunkin on 443 Essex Street, this location is located within a gas station and has a monument sign. This location is more beholden to the gas station owner and the landlord of the space. This will include the monument sign, the gas station sign, and the wall sign. The wall sign will be a like-for-like aesthetic match with the Yatco business. The signs are uniform with the gooseneck lights. There is an outer picture frame and a backer panel that is a rectangle that will be framed off. This will have dimensional letters that will be attached to the aluminum sign. Three quarter inch dimensional PVC painted will be applied to the aluminum pan. The pan will go over the back picture frame. Currently the back frame is more of a particle board,which needs to be refreshed. An aluminum panel will be placed over this within the outer frame, the backer panel will be applied over this. This will be the same look and the same size. The ground sign will be connected to the currently existing Gulf sign with the structures submitted to the Board. The sizing will remain the same as the previous. Form face,pan formed letters have the dimension they are formed on. Ouellette: Motion to approve the signage for Dunkin, 443 Essex Street as presented. For one building wall sign and directory sign to replace existing signs at the same location. Seconded by Flannery. Motion carries (4-0). d. Batten Bros. Signs c/o Ed Batten, 893 Main Street, Wakefield, MA 01880. Sign: Market Square Optical 100 Cummings Center. Representative Edward Batten is present to speak on the Cummings Property signage project. They have gone through Cummings property design review and have their letter of approval. Raceway mounted channel letters will be installed between the 4th and 3rd story on the building. The overall size of the letters are 25 inches tall by 175 inches wide. The letters will be white facing with black returns and black trim cap. All internally illuminated with white LEDs. This sign is not replacing the current sign, this will be placed between the third and fourth floor. The glasses will be illuminated as well with white LEDS and will match the translucent vinyl PMS465 Gold. This will be installed between the third and fourth story. The lights will have a sensor for when the sun goes down, and that is when the sign will turn on. This is also hooked up to a time clock on the interior of the building. The light sensor is used so a time clock system will not need to be adjusted for different seasons throughout the year. The cool gray of the raceway will be the same colors as the other raceways and it will color match to the building. They want the raceway to disappear into the background. The company frequently works with Cummings and they understand the standards that must be met. Flannery: Motion to approve the signage as presented for Market Square Optical 100 Cummings Center. Sign: Needs Center 600 Cummings Center Representative Edward Batten addresses the Board again, this time regarding the Cumming Center 600 West Cummings Park location. They will remove the existing 600 on the building and relocate it to make space for the new tenant. They will use raceway mounted channel letters, white LED illuminations, the returns/cans of the letters will be black with black trim caps. This is a contour sign cabinet; these are not five individual mounted letters. The cabinet is shaped and formed to be a contour to the outside perimeter of their logo. The white background will illuminate as well as the individual letters. There will be blue trim vinyl graphics on the face of the sign around "NEEDS". All on the same plane no pop out letters on the signage. Raceway painted to the closest match of the building facade. Very clear design and colors pop. The Board likes that there is no texture of the letters, but gives the visual appearance. Ouellette: Motion to approve the signage as presented for NEEDSCenter at 600 Cumming Center., Second by Flannery. Motion carries (4 -0) f. Mary Putur, 27 Broadway,Beverly,MA 01915. Sign: Second Rodeo, 240 Rantoul Street Emily Putur and Mary Putur are here to talk about the sign design for Second Rodeo which will be a new vintage clothing store at 240 Rantoul Street. The sign will have a basic design and they worked with Chrissy Label who advised them to use aluminum with a wrap rather than PVC. The sign will be two feet high and ten feet long. The signage will be printed on top of the aluminum and will be flush with the sign. The colors will also be printed, and has been approved by the landlord. The facade of the building will remain the same with a grayish blue. This is the previous castle building. The building is a blueish gray. The pink will stay a bright color to match the logo colors and the inside of the building. They are looking to keep the theme to match the logo on the sign. The existing signage area does not fit fully to the past signage area. The entire area will be solid and there will no longer be a gold border that makes it look like there is frame within a frame around the signage, Barone: Motion to recommend approval of sign as presented for 240 Rantoul Street on behalf of Second Rodeo as presented in the application. Second by Flannery. Motion carries (4-0) g. Lisa Crowell, 4 Colby Road, Beverly, MA 01915. Sign: Larcom Theatre, 13 Wallis Street 7:00 Contrada steps out, 7.03 Contrada returns. 5 City of Beverly Design Review Board June 12, 2024 Meeting Minutes Page 6 of 8 Lisa Crowell Co-Owner of the Larcorn Theater presents for the new Larcom Theater sign. A year and a half ago they applied for the Community Preservation Fund, they got a grant to restore the marque of the old theater. They have been working with the Beverly Historic District Commission. Their architect meets the Secretary of Interior's standard. As of May 29th they received approval from the Historic Districts Commission. This will require a special permit from the Zoning Board of Appeal after. As-built drawings of the facade and past signage were not able to be retrieved due to the historic nature of the building. They do have a historic image of the past facade. Wagner Sign Company was able to zoom in on the picture to determine the stamp that was used previously. The V Norman stamp metal was bought through a company that provides stamps from the 1900s. They were able to find the 1912 stamp that was used which is now being included on the top of the new signage. The lamps will be replicated as well, and will be able to be as close as possible to the previous design. The sign is an electronic marquee that looks like a small rectangle. Both sides will have the message marque. The front is illuminated from the back with LED. The colors will be from the historic period and have been used in restoration of marques in the past. More muted colors, and they do have paint samples to make sure that the colors are what they are looking for. The facade has holes from the original sign, but original holes are unable to be used due to structural concerns. The marque will be able to expand to the exact location of where the past sign was located. This has been a three and a half year long project. There was a lot of community support and there has been a lot of historic work done. This will help to put that final touch onto the building. Cabinets have been remade as a way to match the past historic cabinets that were on the site. All of the globes on the sign will be illuminated and are LED. The peacocks that are currently on the facade will be removed, and are not in condition to be restored. New cabinets have been custom made and installed on the facade of the building. The previous light will be removed and replaced during their project. There is a fixed piece of artwork on the ceiling when walking into the building. They were shut down for 18 months in total pre-pandemic and into the pandemic. They are looking to restore much of the artwork and keep the historic feel that the building has. They will also keep affordable pricing at the theater. Ouellette: Motion to approve the signage for Larcom Theatre, 13 Wallis Street as presented with recommendations that the ZBA grant a special permit. Second by Barone. Motion carries (4-0). h. Sign Design Inc. c/o Marie Mercier, 170 Liberty Street, Brockton, MA 02301. Sign: First Citizens Bank, 57 Enon Street Marie Mercier from Sign Design is looking to do a face replacement for the monument sign out front of First Citizens Bank which is an aluminum face with half inch FCO letters. Monument is already there; they are just looking to do an overlay on the sign. 6 City of Beverly Design Review Board June 12,2024 Meeting Minutes Page 7 of 8 The Board mentions that the original sign was never approved. Someone came in around 2006 for signage approval but SVB did not get approval. When they apply for a sign permit, free standing monument signs are not allowed in this area. They typically aren't allowed because they are used for businesses that are set back from the road. Contrada mentions that the Municipal Inspector will be the one to seek relief from the Zoning Board due to the type of sign. This will just be an aluminum overlay, they will let the client know. The Board will give a positive recommendation as if she is going to ZBA, and as if the sign is out of compliance, Ouellette: Motion to approve the replacement signage for the First Citizens Bank, at 57 Enon Street as presented with a recommendation that the ZBA grant a special permit. Sign: RiverStone international, 75 Sam Fonzo Drive Jenny Crowell from the Sign Center is present to talk about the signage for RiverStone International. This is an existing concrete monument with an extruding concrete cabinet that has dimensional letters on it. They will be putting a new sign on that will match the same build with new name, and new brand colors. Seconded by Barone. Motion carries (4-0). 2. Old Business Barone mentions that he would like the ordinance revisions to mention getting circles measured as circles. Contrada mentions that this is being looked at. They are waiting to hire a consultant to look into this. An RFP was put out and they are looking for a contractor to address this .The Economic Development team has been looped into this issue. Ouellette asks that site plans coming up in the next few months ask applicants to submit their Site Plan application checklist documents that are required. They are still getting incomplete packages. This takes up a lot of time, but the more information that they can get based on the list that is sent to them.
