Earl calls the meeting to order at 6:45 pm.
Approval of Minutes
Crowell motions to approve the July 17, 2024 minutes. Seconded by Rotondo. Earl provides one
minor edit. The motion is approved, 6-0, with Lane abstaining.
Financials
Earl reports that they added about$60,000 to the capital fund in FY2024 but there are a lot of
projects coming up that will use these funds. One recreational customer owes $7k and three
commercial customers owe money, but all are expected to pay up.
Harbormaster Update
Dickman reports that they have submitted for the grant for a new patrol boat. The next
equipment upgrade he is looking at is a computer similar to those in police cruisers. These
computers are now being designed for harbormaster patrol boats. The cost is about$6k, so he
will be looking at grants for this. There was a rescue conducted near Winter Island. There was
also a security incident at Glover Wharf involving a break-in to several boats at the recreational
marina by some youths or young adults. Liquor was taken from at least one boat. They are
asking slip holders if anything was damaged on their boats. The harbormaster office continues to
have lots of detail work, mostly at the Memorial Bridge. They are sharing the detail work every
other day with the Salem Harbormaster. Dickman's office has also been working through the
waiting list for moorings and assigning vacant ones.
Facilities Report
Earl reports that progress is being made to the electrical work at the marina. Foth has identified
the problem. Titre city will need to obtain three bids as Ciancarelli expects the work to cost
around$20k. Earl would like to split the total cost with the city, 50150, including the ,$6k HMA
has already approved.

Harbor Fest
Earl notes that this year the event will be one hour earlier. He asks everyone to be there by noon
to help out. He highlights that Spang has done lots to promote the event on Facebook and they
have received over 3,200 responses. He asks everyone to finish up their flyer distributions in the
next week or so. Earl is confirming door prizes including Super Sub and three $100 gift
certificates from Mission Boathouse. Rotondo will take care of monitors for parking and
obtaining bracelets for the beer garden. Rotondo can also mark the sprinkler locations if Freeman
is unavailable. Earl notes that an opening music act, a solo bongo drummer,has been booked.
Lane will get water bottles, and it is noted that small bottles are preferred. The event is on the
Beverly Main Streets calendar and the city's calendar. Earl will also reach out to The Patch and
the Salem News. Schaefer suggests reaching out to Main Streets about marketing through the
North of Boston organization.
Transient Floats/Rowands Expansion Feasibility Grant
Earl has had no response from Collins about connecting with the mayor about this project. Spang
says she can bring it up to the mayor,
Commercial Hoist Grant
Ciancarelli has made contact with GZA and they claim to have usable bid documents ready.
Dockwa & Transient Floats/Moorines
Earl reports that they have had over$5,000 in income from Dockwa transient customers so far
this season compared to $4400 for all of last year, and have had well over 300 visitors to the
floats including several who have come multiple times. Transient moorings customers and
revenues is up four-fold over last year. Earl reminded everyone that the cost of the Dockwa
service is $2300 per year. Earl would like to give serious thought this winter about paying
someone pant-time to help with compliance and collecting fees. He also notes that they need
clearer language on the app about the difference between reservations for moorings vs first
come-first served for the floats.
Public Pier Interactive Proiect
Spang is waiting.for QR codes from Historic Beverly. We still hope to do a soft launch late this
summer. The Cultural Council had agreed to extend the grant period if needed.
Falco Proiec
Crowell asks if they were able to get weather data to cross reference with the traffic data
collected. The next step is to look at Dockwa metered spades versus the 30-minute tie-up spaces.
They could also invite the CEO to a meeting. Rotondo ask about progress on electrical data
monitoring. Earl said that communication has gone out. We won't charge for electrical usage
until the charge per boat exceeds the admin fee. The administration and management of this still
needs to be figured out.

Public Pier Maintenance
Earl notes that the replacement planks are"scheduled"to be installed this October. Earl would
like to also consider replacing the benches on the pier. He has been approached by a local family
that would like to purchase a bench in memory of their passed son. Earl would like to consider
ways to spruce up the public areas in front of the restaurant and long the walkways. Earl asks if
there is interest for this among members, and all respond affirmatively. It is noted that they
should consider durability and salt air exposure. They could also consider adding planters as
suggested by Wynne. Rotondo suggests that if they will accept memorial bench donations, they
may need to have a policy in place for this, They could approach Bruce Doig about the city's
existing policy. Rotondo motions to investigate spending up to $15k for furniture along
areas of Glover Wharf under the Harbor Management Authority's control. Seconded by
Lane.Discussion: Various members volunteer to inquire what types of furniture other area
communities have had success with in marine-facing salt air environments. There is also
discussion of how other communities have offered memorials and demand exploded, prompting
the need for policy on this matter. A vote is called and the motion is approved, 7-0. Earl will
send out an email to see who will investigate what.

Earl will follow up with Ciancarelli on the survey going out to commercial customers. Spang
adds that the Mission Boathouse has said they are interested in selling ice at the ground floor
retail location.
New Members
Earl report that Scott White will become an official member at the next meeting. They will
continue to recruit for another member to replace George Simon.

There being no further business before the Harbor Management Authority this evening,Rotondo
makes a motion to adjourn. Suminsby seconds. Motion to adjourn is approved (7-0).
