Earl calls the meeting to order at 6:45 pm.
Approval of Minutes
Rotondo motions to approve the June 19, 2024 minutes. Seconded by Suminsby. The motion is
approved, 6-0.
Financials
Earl reports that at the end of the fiscal year they$123k in net operating income. There is $708k
in the capital fund;up from$640k at the end of last year. The utilities came in at around$15k,
and he still needs to break out those utility expenses for the Harbormaster Building.
Electrical Issue at Marina
Ciancarelli reports that Foth has been hired to act as a general contractor to oversee this project
and can help investigate what went wrong and what can be done to prevent it from happening
again. An electrical engineer that the city has used before has also been hired. They will use
labor from the city to keep costs down rather than having all the work tackled right away.
Harbormaster Update
Dickman reports that the boating season is in high gear and they have been doing lots of
patrolling. There is detail work corning up for work going on at the Kernwood Bridge and the
conduit work under the Memorial Bridge. He has seen lots of transient boaters using Dockwa.
The grant application for a new patrol boat was submitted at the end of June, and he informed the
mayor about this and that the HMA will likely pay half of the required match. Earl notes that
there is no need to vote on this HMA fimding until they know the grant has been awarded.
Dickman adds that they will surplus the old boat and the money for this goes into the general
fund.

Facilities Report
Earl notes that the HMA will likely need to help pay the bills for the electrical work at the
marina. Spang motions to fund up to $6750 for Foth to repair the marina electrical system.
Seconded by Freeman. The motion is approved, 6-0. Ciancarelli reports that some of the
recreational customers that complained about parking last year have said it was much better this
year, and he believes that the Anchor creating two additional lots for their customers have helped
a lot. Dickman made contact with the welder for work on the gates, and he said that he would
still honor the original quote. Earl notes that since the quote is over$1 Ok they would need to try
and get two additional quotes. Ciancarelli relays that Collins wants to get the electrical work
done first and then they can have the hoist pier construction started, so there is no urgency on
obtaining the additional quotes.
Harborfest
Earl has shared a spreadsheet via Google Drive and everyone should have access to it and can
add ideas. They have 12 food vendors lined up; the most ever. Delphines is still thinking about it.
El Jalisco is interested but La Qchara has agreed to come, so they will decline El Jalisco to avoid
having duplicate cuisine types. Ciancarelli suggests a Thai restaurant in Beverly Farms.
Hannah's Cafe in Danvers can provide baked goods, and a vendor from the farmer's market was
suggested by Erin Truex,but they are trying to avoid non-Beverly food vendors. The activities
are also filling up. Earl will ask for$250 donations from YMCA and the Chamber of Commerce
to go towards door prizes. The event has already received a lot of attention on Facebook;
evidence that the brand for the event is building. The rain date is September 15th. Spang can help
get an announcement/notice up on the city's website. Earl hopes all members can help with set
up which will start at noon. They can reach out to the Junior ROTC for help with parking. They
will need 6-10 people for this. Earl asks if the city's golf cart is available again, and they will
also ask DPW for a dumpster. Earl and Simon spoke with Barrence Whitfield and he sounds like
a good fit to the music offerings.
Transient Floats/Rowands Expansion Feasibftr Grant
Earl reports that Collins is still very interested in this project,but will wait to move forward until
the other major projects in the city calm down.
Commercial Hoist Grant
Ciancarelli is trying to get GZA to shore up the financials and finish the final bid documents. He
expects this construction to happen this winter.
Ice Machine/Walk-in Cooler Survey
Rotondo reports that the cost for a walk-in cooler ranges from$25k- $40k. A coin-operated ice
machine would cost about$30k. For a hotel-style ice machine, the cost is about$7,200. A
bagged ice chest would be the cheapest option but would require the Harbormaster office to

collect the payments. Spang mentions that the Mission Boathouse has a takeout counter and may
be willing to sell ice. Dickman adds that city staff are not supposed to handle cash at all.
Transient Floats/Moorings & Dockwa
Earl reports that the activity on Dockwa is up significantly; they've taken in$24k so far this
year. Crowell asks about compliance with transient boaters paying the fees owed. Earl responds
that it is reasonable, but not perfect. Dickman notes that they can put coupons on the Dockwa
app and that may give them an idea of which restaurants the transient boaters are going to.
Schaefer suggests giving all businesses an equal opportunity to advertise/offer coupons via the
app.
Public Pier Interactive Project
Earl and Spang met recently at the pier and feel a soft launch is possible at locations that will not
block the plank replacement work.
Falco Project
Earl reports that their local rep from Falco has left the company, but the owner/CEO is moving
her family from France to Brookline. He believes this will be good for their working relationship
with them.
Kayak Racks
Earl notes that there are still five spaces available at Obear Park and one at Pleasant View Beach.
Waiting list charge
The contracts and website information will be updated to reflect this change.
New Members
Earl will push the Mayor to approve Scott White's application.

Earl will pass this duty on to Freeman.

There being no further business before the Harbor Management Authority this evening, Spang
makes a motion to adjourn. Suminsby seconds. Motion to adjourn is approved(6-0).
