Earl calls the meeting to order at 6:50 pm.
Approval of Minutes
Rotondo motions to approve the May 15, 2024 minutes. Seconded by Callaghan. The motion is
approved, 7-0.
Financials 1 FY25 Budget
Earl reports that the commercial marina revenues jumped up from$26k to $51k. The expenses
are tracking with past years. HMA has spent$43k on projects and investments. The capital fund
is at$720k, the WIF is at$84k. All recreational customers have paid. The kayak rack spaces that
are still vacant include five at Pleasant View Beach and one at Obear Park.

Harbormaster Update
Dickman reports there was a large bill for maintenance done this year to the transient moorings
totaling$6753, and he is asking if the HMA would consider splitting the cost. Callaghan
motions to pay half of this year's mooring maintenance bill for the Harbormaster's office.
Seconded by Crowell. Discussion: Rotondo asks if the Harbormaster office can budget for this
expense in the future since they receive the fees and income the moorings produce—Dickman
says yes. Earl asks how many moorings were serviced at Misery Island and Dickman responds
that the bill covers inspection for all of the moorings. Vote: the motion is approved, 8-0.
Dickman reports that they have put in for a grant for a new patrol boat. It would be a cabin boat
that is open and lower, which would be helpful around bridges. The cost is $460k and the grant
would cover 75% of that. He asks if the HMA would split the remaining$120k. Dickman notes

that they have received some complaints about the boat ramp at Sandy Point being covered with
sand and making it difficult to use. Rotondo notes that the Conservation Commission may have
concerns about clearing the sand. Callaghan notes that a water quality monitor will be installed
on the public pier. It will be one of just five installed around Massachusetts Bay, and the data
will be available at the USGS website.
Electrical Issue
Dickman reports that the Harbor Center and marina have been run on a generator for the past
month and half. An underground conduit was partially filled with sea water which triggered the
outage. Ciancarelli notes that repairs have been started, but some expenses have been accrued to
address the emergency. There is an invoice from Mass Bay Electrical for$2700, and an invoice
from Dan Stevens,who investigated the immediate problem, for$1050. Earl feels that the city
should be responsible for some of this expense and would feel more comfortable paying for half
of the invoices. Rotondo notes that he had heard about two-thirds of the electrical consumption
goes to the marina. Rotondo motions for the HMA to pay $2900 toward the electrical
invoices as a one-time payment with no commitment to funding two-thirds of future
marina electrical infrastructure maintenance. Seconded by Freeman. Discussion: Earl asks
how Ciancarelli will pay the rest of the invoices, and he responds that he will ask Ayles. Vote:
the motion is approved, 8-0.
Facilities Report
Earl has drafted language for a waiting list fee. Ciancarelli does not expect it to be a big
administration lift, and they should be able to accept payments online. Dickman notes that they
currently charge$10 per year to be on the mooring wait list which isn't escrowed, and they have
over 100 on the wait list. In terms of the administrative hours charged by the Engineering
department, Rotondo suggests a flat stipend might work better. It is also noted that Beverly Port
Marina has been concerned that the HMA is trying to poach their customers, and this would
demonstrate that the HMA is trying to actively fill vacancies from their own waiting list.
Rotondo motions to implement a$50 per year fee that is escrowed to remain on the waiting
list, starting with the recreational marina in April 2025 and the commercial marina in July
2025. Seconded by Callaghan. Discussion: Simon asks what happens to the escrowed fees if a
person leaves the waiting list, and Earl responds that the funds would be forfeited. Vote: the
motion is approved, 8-0.
Harborfest
Earl has the date set for Sunday, September 8th. Callaghan has identified another inflatable
whale. Earl has started reaching out to vendors,but the big task will be getting the word out via
Facebook/Instagram and also save the date cards,postcards, and lawn signs. Erin Truex, the new
Main Streets Executive Director, said she would be willing to help attract vendors. Scott White
notes that he is an officer with the Mass Bay Harbor Safety Committee and they could have a
booth and also promote the event on their website. He can also recruit his wife to help with

Facebook, as she does that professionally. Earl notes they will need to find a new print shop for
postcards and flyers. Rotondo will reach out to Minuteman. He can also distribute save the date
cards to city councilors. Earl notes that the same band will be returning,but he will reach out to
the DE1 Director about additional bands. Simon suggests Barrence Whitfield on the Council for
Aging who has played the Block Party in the past. He will reach out to him. Earl concludes that
new activities can be suggested on the shared Google Sheet.
Transient FloatslRowands Expansion Feasibilijy Grant
Earl reports that Collins will be discussing permitting paths with the mayor but there are no other
updates.
Commercial Hoist Grant
Ciancarelli reports that GZA is asking for an extra$3 1 k for additional design work. He will
nudge Collins to comment on or approve the final bid documents.
D_ockwa & Transient Floats/Moorines
Earl reports that they have had about 70 reservations through June 16th for about$1300, so they
are well on the way to covering the $2,300 Dockwa fee.
Public Pier Plank Replacem_ent_LDMF Grant)
Earl reports that a quote was obtained from WAM to install the replacement planks. Ciancarelli
notes that a dumpster would be needed that would take up parking spaces and that they would
need to shut down the pier during the day for about 2-3 weeks. All agree that this would be best
as an off-season project. Rotondo notes that the HMA may get stuck with the bill for disposal of
the old planks. Ciancarelli adds that reimbursement for the purchase of the lumber has already
been submitted to the grant.
Public Pier Interactive Pro'ect
There is some discussion about whether the displays can be installed before the planks are
replaced, and it is suggested they could be installed at the end of the pier or along the railing
towards the restaurant.
Falco Project
Earl is working out concerns with the inconsistency between the Falco data and the National
Grid bills.
Special Projects
Rotondo will draft survey language for the commercial customers to gauge interest in an ice
machine or cooler, and the HMA can review before sending out.

New Members
Earl reports that Scott White's application is before the mayor to join as a new member.
Other Announcements
White reports that a new admiral for the Coast Guard has taken residence at Hospital Point. The
position and residence had been vacant for a while so they are considering a block party at the
site. White also asks if the HMA gets involved in advocacy, as the Mass Bay Harbor Safety
Committee is advocating for the Commonwealth to adopt mandatory boating safety education.
He notes that Massachusetts is the only New England state that does not currently require basic
boating safety education.

Somersby makes a motion to adjourn. Crowell seconds. Motion to adjourn is approved(8-0).
