Earl calls the meeting to order at 6:45 pm.
Approval of Minutes
Rotondo motions to approve the April 17, 2024 minutes. Seconded by Spang. The motion is
approved, 6-0, with Simon abstaining,
Financials 1 FY25 Budzet
Earl reports that 10 months into the current fiscal year the revenues and expenses are tracking
with previous years. Earl notes that no changes have been made to the FY25 budget since the
April meeting. He is estimating the capital fund to end the year at $650k. Utility expenses may
be estimated high, especially if they start charging back for electricity. He adds that
communications about the potential electrical charge backs went out with the commercial
contracts. Rotondo motions to approve the FY25 budget as presented. Seconded by Crowell.
Discussion: Rotondo asks about plans for additional kayak racks. Earl responds that he has no
intention of adding any, but they may look at relocating a rack. There are currently 8 spaces open
at Pleasant View Beach. The motion is approved, 7-0.
Harbormaster Update
Dickman reports there was a boating fatality in Beverly's jurisdiction. Some of the boat
wreckage still needs to be cleared and hauled out. He notes that his deputy was on duty and it
was a well-coordinated search effort between several area harbormasters, the Coast Guard, and
the State Police. Dickman continues to work with the City Solicitor's office about updating
ordinances. The eviction of the Riley Too has been completed and the vessel has been removed.
The pump out boat was sitting stern heavy in the water and was taken back by the manufacturer
for repairs. Dickman is looking for an additional patrol boat and talking with Barrett about
potential grants.

Winter Projects
Rotondo will draft a survey to gauge the interest among commercial customers for an ice
machine or walk-in cooleribait locker, and their willingness to pay a fee to use such an amenity.
Gates for Commercial Marina
Dickman will check back with the installer on this project.
New Members
Earl floated the suggestion of Scott White as a new member to Wynne and the Mayor. White
attended a recent HMA meeting and has knowledge that could be useful. He notes that Flaherty
and Simon will be leaving the group in the near future. Earl would like to recruit someone with
environmental experience and get some additional younger voices in the membership. Dickman
asks if he could be made a voting member. Rotondo suggests that he could be a member as a
Beverly resident. There is some brief discussion about potential conflicts. Earl takes an unofficial
straw poll of all those in favor and everyone present supports this. Dickman would need to
recuse himself from any votes related to funding for the Harbormaster's office. Rotondo suggests
that Dickman check-in with the City Solicitor and possibly the HR department. Additionally,
Lane feels that Dickman should approach the mayor with this question and see if he has any
concerns.
Adjournment
There being no further business before the Harbor Management Authority this evening, Rotondo
makes a motion to adjourn. Spang seconds. Motion to adjourn is approved(8-0).
