Earl calls the meeting to order at 6:45 pm.
Approval of Minutes
Callaghan motions to approve the November 15, 2023 minutes. Seconded by Lane. The motion
as amended is approved, 5-0,with abstentions by Rotondo and Suminsby.
140 Livingstone Private Dock
Ed Doherty introduces himself as the owner of the property at 140 Livingstone Avenue. He has
lived in Ryal Side for 20-25 years and has long been interested in the subject property. In the
process of building a new house, he will be bringing the grade up significantly. His proposal for
a 280-foot dock has been presented to the Conservation Commission. But he would like to
address some concerns that he has heard in the community. The first is that the dock would be
blocking the channel. At low tide, the channel is about 100' wide and there is about 500' from
the end of the proposed dock to navigable water. There is also 15 feet between pilings and a
height of about 6 feet under the dock at high tide, so that kayaks and stand-up paddle boards
should be able to cross under it. Another concern is that the dock will extend more than 25% into
the river. Doherty notes that his engineer has told him this is a guideline rather than a rule, and
that the width of the river is measured at the high tide mark. He also notes that there are 23 deep
water docks between the Kernwood Bridge and Danversport Marina, and 14 of those docks
extend between 26% and 40% into the river. He adds that the proposed dock would be 500 feet
from the Kernwood Bridge and 300 feet from the kayak launch at Obear Park. He is currently
awaiting approval from the Conservation Commission, and then it will go before the Army Corp
of Engineers. Tom Evans, a ship captain in Beverly, Danvers, and Boston,believes that this dock
will encourage safer navigation by directing boat traffic to the deeper side of the channel.

Financials Report
Earl reports that the escrow account is up as their projects have slowed. The capital fund is at
$575k and the W1F is at$80-85k. Revenues are down year-to-date because some contracts went
out later this year than usual. About 30-40 of the kayaks have paid, the waiting list is at about 40.
Harbormaster Update
Dickman reports that Bowditch Ledge lost one of its buoys in a recent storm. He is looking at
various training opportunities for his staff including captains' courses. He is still waiting on the
purchase of a truck for the department, and a pump boat is still on schedule to be operating for
the upcoming season. Ryan Wells, a commercial fisherman, asks when the commercial hoist will
be functional. Dickman responds that they are waiting on the City Electrician to look at it. He
understands that all lobster traps need to be out of the water by February 1 st, and he inquired
about the City's boom truck but it is not currently working. Earl suggests that they could rent a
boom truck. Dickman notes that he has two full-time staff members and three part-time assistants
for the winter but is facing challenges staffing for upcoming bridge details.
Facilities Report
Earl reports that they are still waiting for the installation of the dinghy bar and building security.

Callaghan reports that locations were approved by Ciancarelli. But there has been an issue with
the signed agreement being $146 short, and it has been challenging to get a corrected agreement
signed. A signature is needed for the purchase order and the corrected quote. Schaeffer can
connect with Wynne to help move this along.

Transient Floats/Rowands Expansion Feasibifily Grant
Earl reports that the study has come down to two options. Option one is for a float that extends to
the west side of the bridge and includes a 300-foot pier before the gangway and floats extend out.
Option two is for floats that extend east of the bridge but would have a much tighter
configuration. Option two would cost$500k less ($1.9 million for option one and S 1.4 million
for option two), and also option one would trigger a MEPA review which is known to be slow.
The project could go out for bid as soon as October 2024 and be operable for the 2025 season.
There is some discussion about the ability of boats to navigate the tight configuration of the
floats, gangway, and bridge abutments. It is also noted that there is deeper water on the east side.
Commercial Hoist Grant
Earl reports that they will need to get another extension on this grant from the Seaport Council.
They are just waiting for GZA to finish the bid documents. The project needs to go out to bid by
Oct/Nov to be completed by the next construction window and prior to the grant deadline.

Transient Floats and Moorings
Earl is waiting to talk to Marty Bloom about a partnership for a launch service. They could seek
support from the businesses that would benefit, primarily the Mission Boathouse and The
Anchor. They could potentially connect Glover Wharf with the Salem Willows and Jubilee
Yacht Club. Earl adds that the expanded mooring field could help make this feasible. Offering
harbor tours is also mentioned.
Public Pier Plank Replacement(DMF Grant),
Earl reports that the City Council has approved this grant and that it will also include building an
additional fish cleaning station. The work should be finished by the end of June.
Pier Interactive Activity Project
Spang reports that the Knot Spot project should be installed by spring.
Falco Protect
Earl reports that they should expect the renewal invoice soon.
Customer Issue Discussion
Earl reports that the city has received W-9 info from the owner of Riley Too in order to process a
refund payment. The potential refund of marina fees is currently$1,10041,200. Dickman reports
that they continue to issue $50 violation tickets daily. Karen Milo from the City is calling around
to boat haulers, but some have declined to get involved.
Kayak Racks
Earl reports that they could install three more racks. Callaghan reminds the group to check-in
with the Lynch Park Association if this location is considered. Earl will review non-renewals for
2024 and the waiting list to gauge demand and need for new racks. He notes that breakeven on
racks has gone from 3 to 5 years but they are a relatively easy project and they are popular.
Camera Replacement at Lynch Park
Dickman reports that they are still waiting for the software upgrade to connect these to the City's
network,but that the camera works great. He adds that the coastal camera project operated by the
state police is back up and running.
Documents Archive and Winter Projects
Earl notes that everyone should now have read and edit access to the Google Drive account.
Callaghan notes that the state is looking for locations to install environmental sensors to monitor
ocean acidification and other marine concerns, and he advocated that Beverly be considered. Earl
needs someone to take over the management of the document archive. Friedman could take this
over once he is officially added as a member.

Harbor Fest
Earl reports that this is scheduled for September 8th. He may consider extending the duration an
extra hour for the expanded music offerings planned for this year.
Chapter 91 Licenses
A new notice was received about a project for Endicott College. No concerns are expressed.
Other Announcements
Earl notes that the February meeting is the second Wednesday of the month instead of the third
(2/14).
