Discussion about clarifying the matrix as a recommendation to the mayor from the Human Rights Committee (HRC). Proposal to pilot the matrix for a year. Recommend the process be adopted for one year. b. Discussion about turning the City's Director of Diversity, Equity, Inclusion and Belonging (DEIB) position into a voting member of the HRC. c. Discussion about changing wording of letter to Mayor 1. "would like to request the process be adopted for one year and then review" 2. "utilize the matrix to evaluate gaps and help fulfill needs" 3. Motion by Mindy to approve the letter. Seconded by Alyssa. Motion passes unanimously without dissent or abstention 6. Outline for the year (identify main area(s) of focus and events that will drive our work this year) a. Review goals and ideas for the year ahead, submitted by Committee members during brainstorm session at last meeting. Four main themes were identified: Internal decision making/procedures; Cultural event month activities; Communications/connection; Events/calendar; and miscellaneous items. b. Discussion to specify some of the topics nested within the themes, including specific marginalized communities to support. Mindy clarified that the next step was to determine the trajectory of the HRC. c. Committee members independently selected three topics under each theme to identify areas of most interest (priorities), and one event from the monthly event calendar. 1. The priorities that received the most support included: improve public-facing communication (social media); educate the public about human rights; clarify goals/purpose d. Discussion about whether these priorities are individual goals that the HRC members think the committee should focus on, or if they are City goals that align with City initiatives. Mindy clarified that these are from the Committee members. Mindy pointed out that there is no language in the HRC ordinance about aligning goals with the CItylMayor. e. Discussion about using a consultant's report to inform how the HRC should function. Discussion about inviting Mayor to future HRC meeting to share his vision. f. Discussion about forming working groups to focus on three main priorities. Committee members will identify how their strengths will support the identified topics. g. Discussion about how to use social media to advance the goals of the HRC. Discussion about when the HRC wants community members of the City to contact the HRC. For example, when they think their human rights have been violated, or to share experiences of kindness. L Discussion about clarifying priorities and activities: 1. Human rights education: educational materials and educational events. 2. Communication: surveying the community for their needs/expectations for HRC, and attending events and providing human rights info. j. Discussion about forming three working groups. 1. Internal Decision Making 1. Tasks to include finalizing charters for the other working groups 2. Communication/Connection 1. Promoting outs idelexisting events (cultural/theme months) 1. It was observed that Pride and MLK Day are the events where the HRC is expected to attend. 2. Discussion about identify outs idelexisting events that do not have as much recognition. 3. How the HRC liaises with Beverly, and how they liaise with the HRC. 3. Education and "Rapid Response" 1. Tasks to include responding to human rights issues/incidents in the City and nation/world k. Discussion about making a recommendation of having a City Councilor assigned to the HRC. 1. Discussion about holding HRC business meetings, such as this one, separate from HRC community engagement meetings. m. Motion by Alyssa for working groups to meet and draft their own charter to be reviewed at the next business meeting. Seconded by Mindy. Approved unanimously without dissent or abstention.
