Call to order/roll call- (Police Chief John LeLacheur, Principal Gabrielle Montevecchi, Mindy D'Ippolito, Alyssa Rayman-Read, Purvi Harley, Carole Rein) - all present. Call to order 7:15pm. Wangari arrives at 7:49pm. 2. Land acknowledgement - group agreed to acknowledge the land under previously recognized 3. Designate note-taker 4. Approve previous minutes 5/11/23 - motion by Alyssa, approved unanimously 9/7/23 - motion by Alyssa, approved unanimously • 11/2/23 - motion to amend removing (Paul Goodwin and Braden W from attendees) - motion by Alyssa, approved unanimously 1/4/24 - amend by Mindy to add those that were motion Alyssa, second Purvi, approved unanimously 2/1/24 - motion by Mindy to approve, second by Alyssa, motion passes 3/7/24 - motion by Mindy to approve, second by Carole, motion passes 4/8/24 - motion by Mindy to approve removing Alyssa as present, motion passes 5. Announcements from meeting with Mayor/Solicitor/Legal Affairs Committee - can't bypass open forum with a subcommittee, subcommittee needs to still be open forum. Discussion around putting a regular event subcommittee meeting on the calendar. 6. Review ordinance changes and make formal recommendations to Legal Affairs Committee.. CITY of BEVERLY HUMAN RIGHTS COMMITTEE 191 Cabot Street Beverly, Massachusetts 01915 Phone (978) 921-6000 Mindy D'Ippolito, Interim Chair Chief John LeLacheur Principal Gabrielle Montevecchi Purvi Harley Alyssa Rayman-Read Carole Rein • Legal affairs committee and mayor both support HRC to modify the quorum requirement of the committee. • "Nothing about us without us" - HRC feels it was unacceptable that the city submitted a proposal to city council regarding the construct of HRC - on what seems like a parallel path of work. It was validated that there seemed to be disconnect among city stakeholders leading up to and following the proposal. o HRC REQUEST: HRC desires to discuss further with the city DEIB office and requests to be at the table and be included in future discussions regarding the HRC itself. • Add the Director of DEIB as one of the eleven members of the Committee: Concerns were brought up, including if there is a vacancy of the seat, conflict of interest (HRC agenda vs. the DEIB agenda). It was acknowledged that HRC is sometimes still caught between events/planning, systems work, and being a city accountability check/watchdog/resource. The idea of non-voting appointed seats (including BPS and BPD)was discussed. o HRC RECOMMENDATION: consensus agreement that DEIB director is a non-voting member of the committee. • Discussion regarding term limits of the appointed members (city/school employees) o HRC RECOMMENDATION: consensus that we DO NOT agree that there should be unlimited service terms for city/school appointees • Discussion regarding reappointing former HRC members o HRC RECOMMENDATION: Consensus agreement with the addendum of defining a 'break in service' as one year. Broader discussion was teed up to review HRC ordinance; original ordinance was codified at a certain moment in time / HRC was in reactive mode, want to move to more strategic/proactive work. Recommendation put forth to broaden the review of the HRC ordinance- (PLACEHOLDER FOR SUGGESTIONS) in partnership between HRC, city council, and the city in the next term year. 7. Review and finalize guide to fill open seats - Mindy to circulate dates for second meeting on this topic. 8. Wangari's request for HRC help in planning DEIB office events-did not discuss 9.
