Meeting Called to order: 2:34 p.m.
Secretary Report: Motion to accept minutes of meeting September 19, 2024 by Dan
Wuenschel. Seconded by Stephanie Tallo. All in favor.
Meeting Overview
The Minutes for the August meeting were reviewed with minor corrections. The Director's report
was presented with an update on ongoing assessment of the COA building lighting needs by
National Grid. Discussions were initiated with regard to Beverly Village for Living and the Arts
at the old Briscoe School, run by Beacon Properties. This discussion included notes that aspects
of the property included criteria for Environmental Justice Neighborhoods (Environmental Justice
Community of Concern (EJCOC). This is a neighborhood or community, composed
predominantly of persons of color or a substantial proportion of persons below the poverty line,
that is subjected to a disproportionate burden of environmental hazards and/or experiences a
significantly reduced quality of life. It was shared that on October 171h from 3-6 p.m. there would
be an open house for the public. It was also noted that Community Preservations Funds were
dedicated to the public spaces at Beverly Village.
Director's Report
Administration and Finances
The budget was reviewed, with no issues of concern raised.
Building Concerns and Usage
Building lighting needs are still being evaluated and assessed by National Grid. New lighting
will be installed throughout the building with new fixtures in certain areas. The dining room will
be brighter.

A motion was made by Rich Tabbut to accept the Director's report, seconded by Dan
Wuenschel, all in favor.
Committee Reports:
Grant Committee: No new business
Awards Committee—No new business
Unfinished Business: There was clarification with regard to bathroom accessibility for the
disabled. Discussion regarding adaptive equipment to assist in transfer to the toilet that was
mentioned at the previous meeting. It was noted that this equipment is not mandated, but has
been considered by other Council on Aging facilities. This discussion prompted ongoing
discussion regarding the mandate to serve seniors and people with disabilities ( especially when
funding is tied to these expectations).
