2024-07-03 CPC Subcommittee Minutes_Final CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: Community Preservation Committee, Subcommittee LOCATION: REMOTE - https:Hmeet.google.com/gbf-hrxo-xex DATE: July 3, 2024 BOARD Subcommittee Robert Buchsbaum, Heather Richter, David Ershun, MEMBERS PRESENT: OTHERS PRESENT: CPA Coordinator, Jean Delios RECORDER: Jean Delios 1. Call to order Subcommittee Chair Buchsbaum calls the meeting to order at 10:00 a.m. and announces that this is a subcommittee meeting of the CPC being held remote and conducts a roll call. Richter—here, Ershun - here, and Buchsbaum—here. Also on roll call, staff present Jean Delios —here. 2. Consultation and Q&A with the CPC —no public comment received 3. Discussion of Process for Habitat for Humanity(HFH) Grant, Round 11 —Ershun questioned what types of projects fall under HFH's Critical Repair Program. Discussion followed about what was on the HFH website for the existing Critical Repair Program. Buchsbaum asks Delios to ask HFH to clarify what types of repairs they expect to fund with the CPA grant funds and to review their website and double check their CPA application. Richter suggested rewording changes to clarify that the CPC staff(not City of Beverly staff) would be involved in the application review procedures that the subcommittee is tasked with drafting. Discussion continued about standardizing a list of allowable projects to facilitate ease of administration. The deed restriction was discussed and Delios will follow up with HFH to find out more about whether or not HFH requires a deed restriction, how it would work if we had one too, could they be combined, and who pays for the recording fees. 4. Schedule of Meetings —The discussion continued about having a standing meeting time for the sub-committee, if needed. 5. Other Items not know in advance of the posting of this agenda—N/A 6.
