City Clerk, Lisa Kent, took attendance by roll call. Members Present: Hannah Bowen, Kathleen Feldman, Danielle Spang, Matthew St. Hilaire, Brendan Sweeney, Julie Flowers Members Absent: Steven Crowley, Scott Houseman, Todd Rotondo Spang led the pledge of allegiance. Communications from His Honor the Mayor Order#201-An appropriation to transfer funds from National Grid MOA related to the 115KV electric transmission cable project in the amount of$410,000 to be deposited into the General Fund A motion to set the public hearing for August 19 at 7:15pm was made and seconded. A vote was taken, and the motion carried (6-0). Order#202-Reappointment and waiver of residency-Richard Scanlon, 107 Salem Road, Billerica to serve on the Board of Assessors Referred to Committee on Legal Affairs. Order#203-Reappointment-Robert Buchsbaum, 12 Bertram Street to serve as the Conservation Commission representative on Community Preservation Committee Referred to Committee on Legal Affairs. Order#204-Appointment-Nathan Seavey, 9 Kernwood Avenue to serve on the Economic and Community Development Council Referred to Committee on Legal Affairs. Order#205-Appointment-Scott White, 115 Colon Street to serve on the Harbor Management Authority Referred to Committee on Public Services. Communications from other City Officers and Boards Order#209-Councilor St. Hilaire-A request to refer this order to Parking and Traffic Commission for an amendment to City Ordinance 270-41 regarding"Prohibited parking at all times" at the area of 54 Middlebury Lane and Pete's Park A motion to refer to the Parking and Traffic Commission was made and seconded. A vote was taken, and the motion carried(6-0). Order#210-A request for the City Council to invite Mayor Cahill and Wangari Fahari to an upcoming City Council meeting to update us on the DEI plan A motion to vote the order on the floor rather than send it to committee was made and seconded. Order#211-Finance Director Bryant Ayles-A request on behalf of the City Harbormaster and Airport Manager for approval to use FY2025 appropriated funds toward payments for 12 prior year invoices totaling $5,974.15 A motion to vote the order on the floor rather than send it to committee was made and seconded.
