Julie Flowers, City Council President, called the meeting to order at 7:00pm. City Clerk, Lisa
Kent, took attendance by roll call.
Members Present: Hannah Bowen, Steven Crowley, Kathleen Feldman, Todd Rotondo, Matthew
St. Hilaire, Danielle Spang, Brendan Sweeney, Julie Flowers
Members Absent: Scott Houseman
Crowley led the pledge of allegiance.

Order#161-Mayor Cahill's Proposed FY25 Budget

Comments by Citizens
Sandra Theodorou, 8 Woodbury Drive, spoke about the Israel and Palestine conflict.
Matvei Mozhaev, 376 Hale Street, spoke in support of stopping genocide.
Hannah Tsukroff, 245 Cabot St. Apt 417, spoke regarding concerns about the lack of availability
of parking spots even for those with downtown parking permits and the burden ticketing puts on
the elderly, disabled and those for whom a parking ticket is an economic hardship. Tsukroff
spoke of her difficulty in appealing a parking ticket. Tsukroff asked for parking to be more
accessible for those living at the YMCA downtown and generally for more downtown parking.
Public Hearings
Order#151-8:00 PM-A request to realign funding within the operating budget to account for
some unplanned operational costs through June 30th and facilitate the purchase of two public
safety vehicles to ease some budgetary burden for the upcoming FY25 budget
Finance Director Bryant Ayles stated there was a correction to the supporting documentation for
the order and it should show the shuttle bus account line as 11752 53828 not 53034.
The public hearing was closed and the item was referred back to Committee on Finance and
Property.

Order#152-Appointment and waiver of residency for Christopher Tatnall and Gerald
Blumenstock to serve on the Economic and Community Development Council
Feldman stated that the intent had been that one or the other of these appointees could go to a
meeting, but that is not how this can be voted, so Committee on Legal Affairs recommended
amending this to only approve Gerald Blumenstock's appointment and to leave Christopher
Tatnall off the appointment.
A motion to approve the waiver of residency for Gerald Blumenstock was made and seconded. A
vote was taken, and the motion carried(8-0).

Bowen stated additional information had been received on this item and asked that it be
communicated to National Grid that it was important to Committee on Public Services that the
pole be installed without disrupting sight lines for drivers.

Discussion
Order#180-Dole stated that the licensee who is going before the licensing board would be the entity that
should be asking for the waiver of the ordinance.
Order#152-Councilors Feldman and Rotondo discussed that while the original intent of the appointment was
to allow either Tatnall or Blumenstock to attend a meeting, that is not an option in the ordinance, so only one
can be appointed.
