Legal Affairs/City Council Committee of the Whole Meeting Minutes
Monday, February 12, 2024, 7:30PM
City Council Committee Room, 3rd Floor, Beverly City Hall, 191 Cabot St.
Called to order at 7:30pm.
Members present: Todd Rotondo, Kathleen Feldman, Scott Houseman
Broad discussion of priorities members of the Legal Affairs subcommittee may wish to take
up this year within its scope for policy review and oversight, including new ordinances or
amendments to all existing ordinances, particularly but not limited to zoning ordinances
and the city's land use boards and commission (Planning Board, Zoning Board of Appeals,
Historic Districts Commission, Conservation Commission), the Licensing Board, the Law
Department, (including the status of claims and actions involving the city), and the
Department of Planning and Development
The following topics were discussed as possible focuses for this session:
- Permanent Building Commission
- Communication from the administration on major projects
- Rezoning around North Beverly train station
- Restrictions on use of styrofoam
- Restrictions on nip bottles or supporting expansion of state bottle bill to include nips, water
bottles, and noncarbonated drinks
- Composting and the possibility of composting that includes dog waste
- Support for the Clean Energy Advisory Committee's work on the Stretch Code (new
building code for greater energy efficiency)
- Requirements for electric leaf blowers instead of gas-powered ones/restrictions on
decibels,particularly for commercial use
- Design review standards
- Outdoor dining
- Indemnification ordinance
