A motion to approve the first vote was made and seconded.
Houseman asked if there was any background on why it was proposed.
Rotondo stated this is in response to Shaw's market especially because of the effect on neighbors
there.
Houseman asked if anyone had looked at what other stores would be inadvertently affected by
this.
Rotondo stated that Councilor Feldman was looking into it.
St. Hilaire asked if the solicitor's office had any input.
Assistant City Solicitor Jesse Dole stated Assistant City Solicitor Beth Oldmixon worked with
Councilor Feldman on the order.
There was some discussion on the possible effects of this on restaurants and other businesses that
receive deliveries. Rand noted this was proposed as a way to address constituent concerns in
Councilor Feldman's ward regarding the noise of early grocery store deliveries near residential
areas.
Sweeney and Houseman stated they would want to hold the item for more information and
discussion when Councilor Feldman could be present.
The original motion was withdrawn.
Flowers stated the first reading and first vote would be at the September 5 meeting.

motion carried (8-0). The meeting recessed at 7:29pm.

Discussion on Orders #210, #211, #212
Cahill stated the project has been estimated at a higher cost than originally planned. There are a lot of
contingencies planned in, and some of those categories seem to be coming in high to make sure bases are
covered. The further you get into the project the fewer variables there are. We are still working on figuring out
the moving pieces. The city will qualify for a direct payment from the federal government for some eligible
costs. The total project costs remain to be seen but will likely be higher than originally expected.
St. Hilaire and Flowers agreed that there is a fuller conversation to be had.
Houseman stated these three orders will be held this evening and asked if that would impact the ability to accept
them.
Barrett stated most of the paperwork has not been received yet so there is not anything urgent at this time.
There was some discussion about a separate Finance and Property/Committee of the Whole meeting, but no
date was set.
