Public Meeting Minutes

Julie Flowers, City Council President, called the meeting to order at 7:00pm. City Clerk, Lisa
Kent,took attendance by roll call.
Members Present: Hannah Bowen, Steven Crowley, Kathleen Feldman, Scott Houseman, Todd
Rotondo, Matthew St. Hilaire, Estelle Rand, Brendan Sweeney, Julie Flowers
Members Absent: None
Crowley led the pledge of allegiance.
Comments by Citizens
Neil Levine, 36 Thorndike Street, shared some perspectives on Beverly's efforts to make the
City more welcoming for those that live here and spoke about the vacant DEI [Diversity Equity
and Inclusion] director position and the audit that was completed.

Order#011-Grant-$500,000 Green Communities Decarbonization grant from Mass Department
of Energy Resources to be used to replace the main library HVAC system. This grant requires a
25%match of funding.

A motion to break for committee work was made and seconded. A vote was taken, and the
motion carried(8-0). The meeting was recessed at 7:19pm.
The meeting was called back to order at 7:45pm.
Public Hearing
Order#287-7:45 PM-National Grid-Petition to install approximately 8,050 feet of 12 inch, 60
psig plastic gas main on Hale Street, extending from the existing stub near Cabot Street to the
regulator station at Boyles Street(Public hearing continued from December 5, 2022, December
20, 2022, January 3, 2023 meetings)
The public hearing was opened.
Diana Cuddy, representative from National Grid, was available for questions. Cuddy stated
National Grid has an underground electric project that has started already, so this project will
come in after that so there is less disruption. Cuddy stated this would start in 2024.
Houseman stated that he is continuing to work with the engineering department and three people
at National Grid to put together a data set map which will provide information that will allow the
City to assess how it is doing with street work.
No members of the public were present to speak.
The motion to recess the public hearing to March 20 at 8:00pm was made and seconded. A vote
was taken, and the motion carried(9-0).

Order 4003-Reappointment-Bryant Ayles to serve as Director of Municipal Finance/Treasurer
A motion to approve was made and seconded. A vote was taken, and the motion carried(9-0).

Flowers stated the order will not be reconsidered, so the appointment is effective immediately.

entrance to Kernwood Heights from Bridge Street, September 1 through June 30, 7:30 a.m. to
8:30 a.m. Monday through Friday
The Committee on Legal Affairs recommended adoption. The ordinance will have two more
readings until final passage.

There will also be a meeting on January 24 at Beverly High School (doors at 6:30pm,
presentation at 7:00pm)regarding Phase 3 of the Varian clean up. That will be beginning of the
comment period until February 14.

Order#007-City Clerk-Renewal Application for a lodging license for Grigor Qirjazi, 32 Broadway
Rand stated she followed up with Joe Reale from the Health Department and learned that he has an automatic
follow up 30 days from when the observations were first made. Rand stated she feels comfortable moving
forward with this application.
City Solicitor Stephanie Williams suggested any approval be conditional on compliance with what the Board of
Health is directing be rectified and with some sort of timeline.
The motion to grant the license with the condition that they come in compliance with the Board of Health, Fire
Department and Building Department by February 21 was made and seconded. A vote was taken and the
motion carried (3-0).
Order#014-Councilor Rotondo-A proposal to name the Harbormaster Building in honor of the late
Harbormaster Daniel McPherson
Williams stated the ordinance requires that the City Council hold a public hearing and provide for a 30 days
public comment period prior to the hearing. The City Clerk should post public notice of both the hearing and the
comment period. The public comment period would end the night of the hearing.

The motion for a temporary license until February 21 was made and seconded. A vote was taken and the.motion

Rotondo stated he had no issues with approving this one.
Williams recommended checking back in since there were some items on the health report.
Rotondo moved to grant the license with the condition that they come in compliance with the Board of Health
report by February 21. The motion was seconded. A vote was taken and the motion carried (3-0).
The motion to adj ourn committee of the whole was made and seconded. A vote was taken, and the motion was
approved unanimously.
