Monday, November 21, 2022, 6:30pm
City Council Chambers, 191 Cabot St.
Julie Flowers, City Council President, called the meeting to order at 6:30pm. City Clerk, Lisa
Kent, took attendance by roll call.
Members Present: Hannah Bowen, Steven Crowley, Kathleen Feldman, Scott Houseman, Estelle
Rand, Todd Rotondo, Matthew St. Hilaire, Brendan Sweeney, Julie Flowers
Members Absent: None
Feldman led the pledge of allegiance.
Presentations, Awards and Memorials
Recognition of Beverly Fire Department
Fire Chief Peter O'Connor recognized fire department members who reached 20 years of service,
30 years of service, 35 years of service, as well as the new hires and recent promotions.
O'Connor also presented a commendation to three firefighters who saved a life when responding
to a call in August.
The motion for a brief recess was made and seconded. A vote was taken, and the motion carried
(9-0). The meeting adjourned at 7:03pm. The meeting was called back to order at 7:13pm.
Richard Benevento, Chair of the Parking & Traffic Commission, gave an annual update on the
commission's work.
Comments by Citizens
Purvi Harley, Green Beverly member, spoke about the Great Pumpkin Smash that tools place on
Moraine Farm and the value of composting.
Lorinda Visnick, 39 Middlebury Lane, read a land acknowledgement. Visnick also spoke on the
contamination of the old Varian site and the need for a resolution to the issue.
Acceptance of Minutes of Previous Meeting

A motion to approve was made and seconded. A vote was taken, and the motion carried (9-0).
Communications from His Honor the Mayor
Order#289-Grant-$113,107.71 FY2023 911 Department Training Grant from the EOPSS and
the OGR for the Beverly Police Department for 911 training courses and overtime costs coverage
as well as for training meeting space
Referred to Committee on Finance and Property.
Order#290-Grant-$163,964 FY23 911 Support and Incentive Grant from the EOPSS and the
OGR. This grant will be used by the Beverly Police Department to assist public safety dispatch
services in providing enhanced 9-1-1 service

A motion to approve was made and seconded. A vote was taken, and the motion carried (9-0).

Executive Session
A motion to enter executive session pursuant to Massachusetts General Laws Chapter 30A,
Section 21(a)(3) (open meeting law exemption to discuss strategy with respect to collective
bargaining or litigation if the chair declares that an open meeting may have a detrimental effect
on the bargaining or litigating position of the public body), regarding the Fiscal Year 2022
through 2024 collective bargaining negotiations and Joint Labor Management Committee
mediation with the Beverly Police Benevolent Association and the Beverly Police Superior
Officers Association bargaining units and to adjourn from executive session was made and
seconded. A roll call vote was taken, and the motion carried(9-0). The City Council went into
executive session at 8:59pm.
