Call to Order
Chairperson Hutchinson calls the meeting to order at 7:02 p.m. and reads a prepared statement
introducing the meeting and noting the authority to hold a remote meeting.
Subdivision Approval Not Required Plans

*Sarah Bartley joins the meeting at 7:06 p.m.
Set Public Hearings
a. Site Plan Review#154-22,218-224 Cabot Street and 18 Federal Street-Miranda

Beckwith: Motion to schedule the public hearing for Site Plan Review 9154-22,at 218-224 Cabot
Street and 18 Federal Street,for the next meeting on July 19,2022.Flannery seconds.
Hutchinson takes a roll-call vote. The motion carries 7-0.
b. Waiver of Frontage and Definitive Subdivision Plan - 15 Folger Avenue, Thomas

Flannery: Motion to schedule the public hearing for Waiver of Frontage and Definitive Subdivision
Plan - 15 Folger Avenue,Thomas Alexander,Alexander&Femino, for the next meeting
on July 19,2022. Sinclair seconds.Hutchinson takes a roll-call vote.The motion carries
7-0.
Request to Release Covenant and Approve a Performance Bond: Definitive Subdivision Plan:
Livingstone Avenue Extension (Livingstone Ave parcels only-Lot 1 and Lot 2)- 7 Porter Terrace
LLC
Bob Griffin of Griffin Engineering is on call to discuss the covenant and summarizes the request.
Hutchinson invites questions from Board members.Beckwith asks Mr. Griffin about the concerns voiced
by the city engineer,referencing the letter regarding the monies required to cover the work costs.Mr.
Griffin has not seen the letter but he provides some background information concerning current materials

costs and the original estimate.They discuss the current formula that the city uses to estimate costs and
opine that it should be revised. Wynne concurs and adds that she has brought up this matter with the city
already. Wynne recommends the Board include in its motion holding the construction completion
deadline.
Beckwith: Motion to release the Form G Covenant for Lots 1 &2,to approve the Performance Bond
in the amount of$38,016, and reaffirming the construction completion date for December
16,2022,for the Definitive Subdivision Plan: Livingstone Avenue Extension
(Livingstone Ave parcels only-Lot 1 and Lot 2)by applicant 7 Porter Terrace LLC.
Bartley seconds.Hutchinson takes a roll-call vote. The motion carries 7-0.
Approval of Minutes
a. April 26,2022
Members offer their comments and edits for the draft minutes.
Flannery: Motion to approve the minutes for the April 26,2022 meeting,as amended. Seconded by
Beckwith. Hutchinson takes a roll-call vote. The motion carries 6-0,with Toulouse
abstaining.
b. May 17,2022
Members offer their comments and edits for the draft minutes.
Flannery: Motion to approve the minutes for the May 17,2022 meeting. Seconded by Beckwith.
Hutchinson takes a roll-call vote. The motion carries 5-0,with Sinclair and Toulouse
abstaining.
Other/New business
a. Voting for the position of Vice-Chair of the Planning Board
Flannery moves to nominate Beckwith to the position of Vice-chair for the remainder of the calendar
year.Miller seconds.Hutchinson takes a roll-call vote. The motion carries 7-0.
b. Determine if the next meeting will be held remotely
Hutchinson asks Wynne for clarification on state law regarding holding public meetings in person,
hybrid, and virtually. Wynne clarifies that going forward all meetings must be held in person. Wynne
states that she will evaluate the best place to hold the meeting,the Senior Center being an option.
Toulouse recommends the middle school library.

Toulouse: Motion to adjourn at 7:31 p.m. Beckwith seconds.Hutchinson takes a roll-call vote. The
motion carries 7-0.
The next regular meeting of the Beverly Planning Board will take place on Tuesday,July 19,2022, and
will be held in person at Beverly City Hall's 3rd floor Chambers.
