This meeting was conducted pursuant to Chapter 20 of the Acts of 2021. This remote meeting was held
over Google Meet and recorded. Public access information for the hearings was provided on the agenda.
Feldman called the meeting to order at 7:00pm.

Street
Bowen recognized Ms. Spang for her work in Ward 2 with the Ward 2 Civic Association and also for
recently joining the Community Preservation Committee. There will be a lot of great opportunities for
cross-pollination with those and Harbor Management. Bowen noted that it is a new appointment and not
a renewal.
Spang spoke of her experience growing up in a coastal town and stated that as an attorney she really
likes digging in to see how to make things happen.
Bowen noted there is one more vacancy on the Harbor Management Authority after this one if anyone is
interested.
The motion to recommend approval was made and seconded. A roll call vote was taken, and the motion
carried (3-0).
Order 4084-Appointment-Beverly Council on Aging-Mr. Richard Tabbut, 57 Sonning Road
Bowen stated that heading into budget season she is thinking about what the needs are for the senior
center and asked if Mr. Tabbut had any thoughts on that.
Tabbut stated it is really important to help seniors who were very isolated because of the pandemic and
the value of projects to help ease back in like virtual programs or walking tours.
The motion to recommend approval was made and seconded. A roll call vote was taken, and the motion
carried (3-0).
Order 4085-Appointment-Human Rights Committee-Ms. Hoang Sa Ngyuen, 32 Iverson Road
Ngyuen introduced herself.
Crowley dropped out of the virtual meeting at 7:20pm due to technical difficulties.
The motion to recommend approval was made and seconded. A roll call vote was taken, and the motion
carried (2-0).
Crowley rejoined the virtual meeting at 7:26pm.
Order#086-Appointment-Permanent Building Commission-Mr. Bruce Macdonald, D. Scott Dullea,
Esq. and Robin Luna-Whitman
Macdonald stated he has lived in Beverly his whole life and recent retired from his career as a YMCA
administrator. Macdonald oversaw facilities and has always been interested in development projects.
Dullea stated he was a city councilor at large about a decade ago for a couple years. Dullea stated he is
an attorney by trade. Dullea stated he was on the airport commission and wanted to try something new.
Luna-Whitman stated she is an architect who has been with the state division of capital asset
management for over 30 years and will be retiring soon. Luna-Whitman stated she looks forward to
working on projects close to home.
The motion to recommend approval was made and seconded. A roll call vote was taken, and the motion
carried(3-0).
Order 9037-Councilor Crowley-Request to hold a Public participation forum for a Public Service
Committee Meeting regarding Varian Site at 150 Sohier Road
Crowley stated there is more going on with this now. It was submitted at a time when there was not
much conversation and things have picked up more.
Crowley noted last night's meeting was very informative. It is starting to get more into how the problem
is going to be fixed versus just doing testing. Varian is going to set up a public involvement plan(PIP).
There are some concerns, but we are moving in the right direction.
The motion to adjourn was made and seconded. A roll call vote was taken, and the motion carried (3-0).
