Houseman called to order the Finance and Property meeting at 6:32pm.
Members present: Julie Flowers,Matthew St. Hilaire, Scott Houseman -

Order#060-Councilor Houseman-A letter to meet with Finance & Property for discussion on the budget
Houseman gave an introduction and stated that this is an opportunity for the Council to discuss what they would
like relative to this budget and how they see their role in the budget process. Houseman stated this is an
opportunity for the council to organize around its own priorities and agenda with the budget.
Several councilors expressed their support for more money going to roads and sidewalks.
Houseman stated he would like to see a capital projects fund.
City Council Budget Analyst Gerry Perry reviewed the Board of Assessors role and the increases in residential
property values.
There was some discussion on the option for a different rate for non-owner occupied properties.
Rand stated another priority for her is that the counselors in training for parks programs do not get paid which is
not equitable.
Feldman stated she had mentioned that in the equity audit and thought it might be changed this year.
Perry offered to speak to the fmance director about possibly adding more to roads and sidewalks even this year
with free cash.
The motion to adjourn Committee of the Whole was made and seconded. A vote was taken, and the motion
carried unanimously. The motion to adjourn the Finance and Property meeting was made and seconded. A vote
was taken, and the motion carried(3-0). The meeting adjourned at 7:25pm.
