Special City Council Meeting
Public Meeting Minutes
Monday, October 25,2021, 7:OOpm
This meeting was conducted pursuant to Chapter 20 of the Acts of 2021. This remote meeting
was held over Google Meet and live streamed by BevCam.
Paul Guanci, City Council President, called the meeting to order at 7:OOpm. City Clerk, Lisa
Kent, took the attendance by roll call.
Members Present: Stacy Ames, Dominic Copeland, Julie Flowers, Scott Houseman, Todd
Rotondo, Estelle Rand, Paul Guanci
Members Absent: Kathleen Feldman, Timothy Flaherty
Houseman led the pledge of allegiance.
Guanci made a statement about the virtual meeting being recorded by the City of Beverly and
streamed by BevCam on channel 99 and BevCam's YouTube channel. He confirmed that all
members present could hear and noted the remote meeting format and process.
Communications from other City Officers and Boards
Order #192-Council President-Motion to Reconsider Order 9190-2021
The motion to reconsider was made and seconded. A roll call vote was taken, and the motion
carried(7-0).
Order #190-Community Preservation Committee Fiscal Year 2022 Budget
The motion to set the public hearing for Monday,November 8, at 7:30pm was made and
seconded. A roll call vote was taken, and the motion carried(7-0).
Order #193-LATE FILE-Councilor Flowers, Rand and Houseman-National Grid Electric Cable
Infrastructure
The motion to accept the late file was made and seconded. A roll call vote was taken, and the
motion carried(7-0).
Referred to Committee on Legal Affairs and Committee on Public Services.
Communications from His Honor the Maw
Order #194-LATE FILE-Beverly Regional Transmission Reliability Project N-192 Cable
Replacement
Kent stated the late file was received shortly before the meeting, so it had not been time stamped,
and Guanci asked if action could be taken on it.
Stephanie Williams, City Solicitor, stated whether or not to accept a late file is a City Council
rule as opposed to something that is controlled by the Open Meeting Law, so it is up to the
Council whether or not the Council would like to accept it as a late file. If it is asking for action
to be taken, typically the Attorney General's Office recommends that you do not take action on
something that is submitted as a late file and that you cannot take action if the president knows of
what the issue is. Williams stated she did not think there would be a problem to accept something
as a late file, but it would be up to the Council.
The motion to accept the late file was made and seconded. A roll call vote was taken, and the
motion carried(7-0).

carried(7-0).
Guanci reminded everyone that the next regular meeting would be November 8 and to get out
and vote on November 2.
