Paul Guanci, City Council President, called the meeting to order at 7:02pm. City er , Lisa
Kent, took the attendance by roll call.
Members Present: Stacy Ames, Kathleen Feldman, Julie Flowers, Scott Houseman, Todd
Rotondo, Matthew St. Hilaire, Estelle Rand, Paul Guanci
Members Absent: Timothy Flaherty
Rotondo led the pledge of allegiance.
Resolutions
Order#204-Hannah School Principal, Gabrielle Montevecchi
Flowers, Superintendent Charochak, and students read the resolution recognizing Gabrielle
Montevecchi for her induction into the Salem State University Northeast Regional Educators
Hall of Fame.
The motion to approve was made and seconded. A vote was taken, and the motion carried (8-0).
A motion was made and seconded to hold a brief recess. A vote was taken, and the motion
carried (8-0). The meeting recessed at 7:13pm.
The meeting was called back to order at 7:24pm.
Acceptance of Minutes of Previous Meeting
November 8,2021 Regular City Council Meeting
June 14,2021 Special Budget Meeting, Finance Committee/Committee of the Whole
The motion to approve both sets of minutes was made and seconded. A vote was taken, and the
motion carried(8-0).
Public Hearings
Order#197-7:30PM-Petition-National Grid-Plan#29496263-to JO pole on Shortell Avenue.
A representative from National Grid stated this is for a new connection.
No members of the public wished to speak on the subject. Guanci closed the public hearing.
The motion to approve was made and seconded. A vote was taken, and the motion carried (8-0).

Rand stated the Ward 2 Civic Association meeting is tomorrow night at the library at 6:30pm.
Ames stated there will be the Holcroft Park tree lighting on December 2. She said she could be
contacted a week before because they are putting together takeaway turkey dinners.
Flowers stated the subcommittee on Public Services will have a meeting Monday at 6:30pm for a
public conversation about dedicated places for pickleball in Beverly.
Guanci stated the tree lighting will be on the Common on Friday and the parade on Sunday. The
next meeting is Monday, December 6.
