MINUTES
SEPTEMBER 18, 1996
A meeting of the Building and Other Facilities Planning and Construction
Committee was held on Wednesday, September 18, 1996 at the Briscoe Middle
School, School Committee room. Present were Ray Bouchard, Thad
Siemasko, Maureen Hobin, Cheryl Sydorko, Mike Nardella, Rod Maxner,
Tim Brennan, School Business Manager Judy Mulligan, Chief Procurement
Officer Chris Bradley, and Jeanne Kuespert of Earl R. Flansburgh & Associates.
Jeanne reported that over 175 sets of bid docttments have gone out, at least 15
to general contractors. Addendum #2 will be going out on Friday, September
20, 1996.
There was a discussion about the bid for environmental consulting services.
It was decided that Chris Bradley would send a letter of award and notice to
proceed to Yee Consulting. He will also send a letter to Hygienetics
Environmental withdrawing the award or he will ask them to send a letter of
withdrawal.
Judy was asked to make copies of the Form F, education specifications and
ERF+A contract for all committee members. She will call members or mail
them when ready.
ERF+A has been given direction to issue the RFP for testing during
construction.
Judy handed out copies of the report from Charles Chaloff Engineering which
did the independent structural review. Members also received copies of the
minutes of Elementary Facilities Building Commission meetings held on
August 20, 1996 and September 16, 1996. All minutes of meetings of that body
have now been approved. A map indicating the location of asbestos shingles
on the Balch St. lot was also handed out. This information was received from
the archaeological consultant and was forwarded to Yee Consulting by Judy.
· Judy also handed out a spreadsheet of project costs to date as well as expense
reports generated by the city's computer system of all projects.
The next meeting will be held on Wednesday, October 23, 1996 at 7:00 p.m. at
the Briscoe Middle School. From now on regular meetings will be held on the
third Wednesday of every month. Additional meetings may be held as
necessary. Judy has agreed to do the minutes of this meeting and to post the
next meeting.
Rod Maxnet made a motion, seconded by Tim Brenn~f~Ha~te Ray
Bouchard as chairman. Ray was elected chairman by a vote of 7-0. Thad
$iemasko made a motion, seconded by Rod Maxher, to nominate Maureen
Hobin vice-chairperson. Maureen was elected vice-chai~ason by a vote of 7~
'0.
Tim Brerman will send a memo to city department heads requesting a list of
their facilities. Tim suggested that meetings be tape recorded. Judy suggested
that the committee should have its own stationery. Tim offered to order the
stationery and arrange for taping.
Tim made a motion to adjourn, seconded byCheryl Sydorko. It was voted 7-0
to adjourn at 9:25 p.m.
