A School Committee Public Heating on the Proposed FY00 School Department budget
was held on Monday, April 26, 1999, in the Beverly High School Auditorium, Beverly, MA.
Members Present:
Mr. Bjork, Mrs. Brusil, Mrs. Frutiger, Mrs. Goodenough,
Mr. McHugh, Mayor Scanlon and Mr. Cahill.
Members Absent: None
Also in Attendance:
Bill Lupini, Superintendent of Schools,
Keith Manville, Assistant Superintendent,
and Judy Mulligan, Business Manager.
The hearing was called to order at 7:09 PM by President Bill Cahill.
Mr. Cahill requested a brief period of silence in memory of the victims in the Littleton,
Colorado High School tragedy.
President Cahill introduced school committee members and administrative staff at the
meeting table.
The proceedings were turned over to Russ Bjork, Chairman of the Standing Committee
on Finance and Facilities. Mr. Bjork thanked the members of the subcommittee for their
participation in the work of the committee, including citizen advisors Judith Cronin and
John Frates, and Carol Van Liere, City Council representative to the committee.
Mr. Bjork stated the reason for the public hearing, citing M.G.L. Chapter 61, Section
38N, and the Beverly Municipal Charter, Article 6, Section 6.2. A legal notice of the
hearing was published in a local newspaper with a summary of the proposed FY00
budget. Copies of the proposed budget have been made available to citizens and the
budget hearing is being held to afford citizens the opportunity to be heard regarding the
proposal.
Highlights of the budget proposal were presented, and questions and comments were
invited from members in the audience. The proposed budget, in the amount of
$35,015,683, will be brought before the School Committee for a vote at the May 10, 1999
regular meeting and forwarded to the Mayor and City Council for consideration and
funding.

Several persons addressed the Committee. Comments were received and questions were
responded to by administrators and committee members. When no other persons
requested to be heard, Mr. Bjork declared the hearing closed.
The meeting adjourned at 7:45 PM.
