A regular meeting of the Beverly School Committee was held on Monday, December 11,
2000, at the Patten Elementary School, Beverly, MA.
Members Present: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh,
Mrs. Norris and Mr. Cahill.
Members Absent: Mayor Scanlon.
Also in Attendance: Dr. William Lupini, Superintendent of Schools,
Dr. James Hayes, Assistant Superintendent,
Dr. Judy DeLucia, Assistant Superintendent, and
Mrs. Judy Mulligan, School Business Manager.
President Cahill called the meeting to order at 7:40 PM.
The Pledge of Allegiance was led by Mr. Cahill.
RECOGNITIONS
Superintendent Lupini and President Bill Cahill recognized David Roccio and Bonnie
Wilson as recipients of the 2001 Massachusetts Association of School Superintendents
(MASS) Certificates of Academic Excellence, awards presented to two seniors who have
distinguished themselves in the pursuit of excellence during their high school careers.
Dr. Lupini and Mr. Cahill recognized Kelly Novack and Patrick Brusil as recipients of
the North Shore Student Performing Artist Award, established to recognize area high
school students who excel in both academics and the performing arts.
A brief recess was declared at 7:47 PM.
The Committee reconvened at 7:50 PM.
STUDENT REPRESENTATIVES
Mr. Cahill introduced Steven Cottle, Student Representative to the School Committee,
and members of the BHS Student Senate and/or Advisory Council, John Hersey and
Kate Murdock.
Beverly Technology Fund
Judy Miller, Director of Technology, and parent volunteers (Alice Williams, Bruce
Dyas and Judy Cronin from Memorial Middle School; Elaine Crowley, Karen
Wonoski, and Eileen Boches from Briscoe Middle School) were present to discuss the
fund-raising campaign for the Beverly Technology Fund. Mrs. Miller noted the initial
campaign focused on Beverly High School, and the focus of the renewed effort will be
to raise $132,000 for the middle schools. Technology goals include upgrade of

computer labs, upgrade of library media center, and purchase of classroom computers.
Local businesses will be contacted to participate, and mailings will be sent to parents
and citizens in the community.

It was moved by Mrs. Brusil and seconded to approve the records of the regular
meeting held November 13, 2000, as presented. So voted.

COMMUNICATIONS

Letter from Nancy Levin relative to secondary facilities (will be referred to the
Standing Committee on Finance and Facilities)
·
Mrs. Norris attended the meeting of the Suburban Coalition last week, noting
discussion focused on the state funding formula.
·
Members received a video and pamphlet on Math, Science and Technology from
the US Dept. of Education. Discussion on the report, "Before It's Too Late", will
be held at a special meeting on January 2, 2001.
·
President Cahill announced a special planning meeting will be held Tuesday,
January 2, at 7:00 PM in the Beverly High School Library. Mr. Cahill will present
the Annual Report of the School Committee President and a discussion will be
held progress of School Committee Goals.
SUPERINTENDENT'S REPORT
School Committee Meeting Schedule (2001)

It was moved by Mrs. Brusil and seconded to adopt the January-June, 2001 School
Committee Meeting Schedule, as presented, including the change to
hold a special planning meeting on January 2, 2001, at 7:00 PM. So voted.
School Calendar 2001-2002
·
It was moved by Mrs. Brusil and seconded to adopt the 2001-2002 School
Calendar, as presented by the Administration. So voted.
Personnel
·
Upon the recommendation of the Administration and the Standing Committee on
Finance and Facilities, it was moved by Mrs. Brusil and seconded to create a
special education ESP position for the student support (behavior) program at
Edwards Elementary School for the remainder of the 2000-2001 school year,
at an anticipated cost of $6,875. So voted.

Finance and Facilities, it was moved by Mrs. Brusil and seconded to create a
special education ESP position at Patten Elementary School for the remainder
of the 2000-2001 school year, at an anticipated costs of $6,875. So voted.

Upon the recommendation of the Administration and the Standing Committee on
Finance and Facilities, it was moved by Mrs. Brusil and seconded to increase the
rate for substitute clerks from $7.39 per hour to $8.25 per hour, effective
immediately. So voted.
Community Audit for Arts Education
Superintendent Lupini granted a request made by Richard King, Director of Arts, to
conduct the Community Audit for Arts Education, a process designed to have
communities reflect on their current programs, evaluate current resources, and make
plans for realizing a collective vision for the future of arts education in the schools.
Mrs. Brusil, Mrs. Coburn, and Mrs. Norris volunteered to serve on the task force to
conduct the audit.
Energy Conservation
Dr. Lupini presented copies of memos from Judy Mulligan, School Business Manager,
regarding energy conservation. The memos were shared with Building Custodians and
Leadership Team members during the past few weeks.
MCAS
Dr. Lupini, Dr. DeLucia, and Dr. Hayes will conduct three presentations on the MCAS

program on Thursday, January 4, including a presentation to the Rotary Club at noon,
a presentation for staff and employees at 3:15 PM in the Briscoe Auditorium, and a
parent information meeting at 7:00 PM in the Briscoe Auditorium.
Upcoming Meetings
The Joint Secondary Facilities Committee will meet on Tuesday, December 19 at 7:00 PM
at City Hall.
A Superintendent's Forum will be held at the Hannah School on December 12 at 7:00 PM.
Remaining school forums will be scheduled and announced in the next few weeks.
Superintendent Goals
Dr. Lupini presented an update on the Superintendent Goals.
COMMITTEE REPORTS
Career and College Advisory Committee
A meeting was held earlier this evening. The next meeting will be on Monday,
January 8, 2001, at 6:00 PM in the Beverly High School Library.
Hurd Stadium Advisory Committee
A meeting will be held on Wednesday, December 13, 2000, at 7:00 PM in the School
Committee Room, Briscoe Middle School.
Joint Secondary Facilities Committee
The minutes of the November 16, 2000 meeting will be forthcoming. The next
meeting will be held Tuesday, December 19, 2000, at 7:00 PM at City Hall.

Standing Committee on Curriculum, Instruction, and Student Life
Minutes of the meeting held Monday, December 4, 2000, will be forthcoming.
The next meeting will be held Monday, January 22, 2001, at 7:00 PM in the School
Committee Room, Briscoe Middle School.
Standing Committee on Finance and Facilities
Minutes of the meeting held Monday, November 27, 2000 will be forthcoming.
The next meeting will be held Monday, January 29, 2001, at 7:00 PM in the School
Committee Room, Briscoe Middle School, to begin discussion on the FY02 budget.
Expressions of Thanks
Mr. Cahill thanked Jeremy Levine and his father for taping School Committee
meetings the past few months, including travel to different buildings, and use of
different equipment each month. Mr. Cahill and Dr. Lupini expressed thanks to
Beverly High School students who attended the meeting tonight and assured them
they will be welcome at meetings.
Executive Session

It was moved by Mrs. Brusil and seconded to go into Executive Session to discuss
litigation regarding Patricia Bargowski, take whatever action necessary, and not
return to Open Session.
A roll call vote resulted in the following:
YES: Mrs. Bell, Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris and Mr. Cahill.
NO: None
Unanimously voted.

It was moved by Mrs. Brusil and seconded to go into Executive Session to discuss
negotiations with BTA-Unit B, and AFSCME bargaining units, take whatever
action necessary, and not return to Open Session.
A roll call vote resulted in the following:
YES: Mrs. Brusil, Mrs. Coburn, Mr. McHugh, Mrs. Norris, Mrs. Bell and Mr. Cahill.
NO: None
Unanimously voted.
The Committee recessed at 9:08 PM.
